Meeting was called to order at
7:30 pm by Trustee Myers with the Pledge of Allegiance.
Present:
Myers, Rumsey, Fritts, Piper, Pray and Fabijancic
Absent: Slucter
Piper moved and Fabijancic
seconded to approve the agenda as written. Carried: 6-0.
Rumsey moved and Piper seconded
to approve the minutes of the previous meeting as amended, under New Business,
change the address of the Billwood House from 9555 to 9995. Carried 6-0.
REPORTS:
Sherriff’s Report: None
Planning Commission: At next meeting on February 5, 2020, holding
a Public Hearing for Zoning Ordinance Amendment to provide for the zoning
regulation of Adult Use Marihuana Establishments.
Sewer Board: 1) At last meeting recommended approval of the
2020-21 sewer budget to the Dimondale Village Council and Windsor Township to
adopt. 2) Continuing to collect and analyze data from
industrial use.
Emergency Services Department: 1) Assisted
Delta Township Fire on a commercial structure fire at the corner of Sanders and
Millett. 2) Restoration is taking place after a water pipe burst in the ceiling
of the meeting room. 3) Attended a
Windsor Drain meeting, this afternoon, in reference to Walnut Street
construction schedule.
Assessor: None
Library: 1) Distributed a 2019 Snapshot of our year at
the Library. 2) Spread the word, the Adult Winter Reading
program has begun, stop in and register.
Supervisor Report: None
Public Officials: Ben Cwayna introduced himself as a candidate for District Court Judge. He gave an overview on his background, experience and interest. For more information you can visit his website at www.votebenforjudge.com and find him on Facebook (Vote Ben for Judge).
Other Reports & Announcements: 1) After the last board
meeting, the township attorney sent out a letter of understanding to Crandell
Bros Trucking in reference to the use of their property along Lansing Road
causing disturbance to News Road residents.
2) Thursday, February 6, 2020 Eaton Rapids Township will be holding a Special
Meeting to discuss the standing water at Canal and Columbia Road as well as
drainage issues.

BUSINESS:
Discussion took place on the house located at
9995 Billwood Hwy. A timeline for
completion of the property’s exterior was provided. Rumsey moved and Myers seconded to accept the timeline provided and
keep on the agenda for each board meeting to monitor progress until completion. Carried 6-0.
The minor changes to the Proposed Solar
Energy Zoning Ordinance Amendment were completed. Clarification between small and large systems
were made. Rumsey moved and Piper seconded to accept Planning Commission’s
recommendation, with minor changes, and Introduce the Zoning Ordinance
Amendment No. 46; An Ordinance to amend the Zoning Ordinance of Windsor Charter
Township to add Small Solar Energy Systems as a use permitted by right and to
add Large Solar Energy Systems as a use permitted by special use permit in the
Light Industrial District (M-1), Heavy Industrial District (M-2), and in the
Agricultural District (A-1), to include Small Solar Energy Systems as a use not
requiring site plan review, as well as to include supplementary regulations
related to Small and large Solar Energy Systems and provide special use permit
standards for Large Solar Energy Systems.
Further, Ordinance No.
46 will be considered for final adoption at the February 11, 2020 regular board
meeting. Carried 6-0.
NEW
BUSINESS:
Rumsey offered and Piper supported the Resolution to Authorize the
removal of a parcel from Sanitary Sewer System District No. 8, the request for removal
was due to parcel not able to connect to the system and has installed a private
septic system to service 7378 Creyts Road, parcel number 23-080-002-300-080-00,
removal from District No. 8 is hereby granted.

Resolution adopted: 6-0-1.
