PUBLIC HEARING FOR GREEN PEAK INDUSTRIES SPECIAL USE PERMIT
AND REGULAR MEETING – AUGUST 12, 2020

The regular meeting of the Windsor Charter Township Planning Commission was called to order at 7:00 pm by Chairperson Holtz.
Present: Holtz, Sabourin, Johnson, Pray, Kelley and
Pisano
Absent:

Also Present: Asst Chief Fabijancic and Clerk Rumsey
Johnson moved and Pisano seconded to approve the agenda as written. Roll Call Carried 6-0.
Sabourin moved and Johnson seconded to approve the minutes of the previous meeting as written. Roll Call Carried 6-0.
The Public Hearing for Green Peak
Industries Special Use Permit for 5943 N. Michigan Rd, was called to order by
Chairperson Holtz at 7:01 pm.
Joe Neller, representing Green Peak Industries gave
an overview of the use being proposed at 5943 N. Michigan Rd. Plans are to operate a final goods packaging
and distribution center for marijuana products.
There will be no cultivation or growing in this facility. There will be a small kitchen operation with
the oils, extracted from plants at the Harvest Park location, manufactured into
gummy and bake good products. There will
be 10 people for administrative staff and one shift of approximately 40 people
for production. Operating hours to be
8:00 am to 5:00 pm.
Teri Robison, 9453 Billwood Hwy – Audio was muffled in both direction
surmised she was trying to ask if Mr. Neller could repeat because she could not
hear, so he did. Ms. Robison asked about
retail. Mr. Neller confirmed no retail
and Chairperson Holtz reiterated that our zoning ordinance does not allow for
retail sales of marijuana products in our township.
Shannon Baker, 7482 Creyts Rd – Expressed concern about odor and allowing
special use permit.
Corey Baker, 7482 Creyts Rd – Asked
if there would be an increase in traffic with additional employees as well as
delivery trucks. Also asked if there
would be an increase in plants grown at the facility which would lead to an
increase in smell.
Mr.
Neller
responded that they are not expanding the facility on Creyts Road. This is a separate facility on Michigan Rd. The employees will not be traveling back and
forth between the facilities, they will be working directly out of the facility
on Michigan Rd. There will be a small
transit van maybe once a day traveling between facilities. Mitigating odor at the Creyts Road facility
was addressed.
With
no more comments or questions from the public, Chairperson Holtz closed the
public hearing for Green Peak Industries Special Use Permit for 5943 N.
Michigan Road at 7:16 pm.
The regular meeting of the Windsor
Charter Township Planning Commission was called to order at 7:16 pm by Chairperson
Holtz.

Trustees: Final approval was given on
the Billwood & Canal property rezoning and Public Hearing for the Dangerous
Building at 10652 W. Jolly Road was rescheduled for September 22, 2020 at 7:00
pm.
Board of
Appeals: A meeting is scheduled for
August 26, 2020.

Reports &
Announcement: MTA is offering an evening
workshop series virtual. There are 4
different evening workshops, let Clerk Rumsey know if you want to register for
any. The township board accepted the
resignation of Jerry Brija from the Planning Commission.

moved and Sabourin seconded to schedule the public hearing for 5096 Canal Road
Special Use Permit Rd to be held at the next regular meeting, Wednesday,
September 9, 2020 at 7:00 pm. Roll Call
Carried 6-0.
Sabourin
moved and Johnson seconded to schedule the public hearing for Fresh Coast
Cannabis Group, located at 4955 Lansing Road, Special Use Permit to be held at
the next regular meeting, Wednesday, September 9, 2020 at 7:00 pm. Roll Call Carried 6-0.
Unfinished Business:
Pray moved
and Sabourin seconded to recommend to the Township Board to approve Green Peak
Industries Special Use Permit for a Marihuana processing/packaging facility for
property located at 5943 N. Michigan Rd based upon the following
reasoning: 1) Subject to the conditions
provided below, it is found that the petitioned special land use meets the
general standards as provided for in Article VIII of the Ordinance. 2) Subject
to the conditions provided below, it is found that the preliminary site plan
for a light manufacturing facility generally meets the general standards as
provided for M-1 District and site development requirements set forth under
Section 5.9-A.3. Conditions: 1) A final site plan shall be submitted for final
approval by the Planning Commission. 2) All Emergency Services requirements be met.

Green Peak Industries Special Use Permit Recommended
for Approval: 6-0.
Discussion took place on Master Plan/Zoning Ordinance. Planning Workshop
has been scheduled for Wednesday, September 30, 2020 at 6:00 pm.
