WINDSOR CHARTER TOWNSHIP BOARD OF TRUSTEES
REGULAR MEETING – AUGUST 25, 2020 – 7:30 PM

The meeting was called to order at 7:30 pm by Supervisor Slucter with the Pledge of Allegiance.
Present: Slucter, Rumsey, Fritts, Myers, Piper, Pray and Fabijancic
Absent: None
Piper
moved and Fabijancic seconded to approve the agenda as written. Carried 7-0.
Myers
moved and Piper seconded to approve the minutes of the previous meeting as
written. Carried 7-0.
Reports:
Sheriff’s Report: None
Planning Commission: At last meeting held a public hearing for a Special Use Permit, scheduled two Public Hearings for Special Use Permits for September 9th meeting and set a date for a Planning workshop on September 30th.
Sewer Board: August meeting was cancelled.
Emergency Service Department: Chief
Miller reported on the current runs and totals to date. Also Prevention has spent a lot of time
working on the newer buildings.
Assessor/Preston Community Services: Continuing with field work on the 20% review and will start new construction in September.
Library: 1) Continuing with no contact and curbside pickup. 2) Wireless printing is now available to the public. 3) There is no scheduled date to fully reopen, due to not having enough space to quarantine library materials.
Supervisor’s Report: 1) Received complaints on excess of cars in subdivisions and unregistered vehicles. 2) Its getting that time again, every three years, to trade in the lawn mowers. Jim Bogi passed out quotes to the board members. Looking to downsize mower deck from 72” to a 61”, making mowing more efficient, getting into tighter spots therefore saving time on trimming. This would take place in next year’s budget. Slucter moved and Piper seconded to follow the existing pattern of utilizing the mowers through the three year warranty period and approve the trade in and purchase of new mowers in the 2021 Budget year. Carried 7-0. 3) Still waiting on quotes for the Mausoleum repairs.

Other Reports & Announcements: In an effort to keep our residents informed, Election/Voting Information has been added to the home page of the township website, www.windsortownship.com.

Unfinished Business:
Matt Jankoviak is having difficulty locating a contractor to finish the outside of 9995 Billwood House. Supervisor Slucter suggested the Policy Committee meet on this issue and possibly include Matt in the discussion.
New Business:
Discussion was held on the Special Use Permit for Green Peak Industries 5943 N. Michigan Rd location. Changes are being made to the site plan to provide for adequate parking and additional paving in gravel areas as well as a reduction in staffing. Slucter moved and Fabijancic seconded to table Green Peak Industries Special Use Permit at 5943 N. Michigan Rd until receipt of revised site plan.
Rumsey
moved and Slucter seconded to opt out of the 80/20 program for the eligible
employee’s health insurance and pay 100% of the premium for the 9/01/20 thru
8/31/21 period. Carried 7-0.
