WINDSOR CHARTER TOWNSHIP BOARD OF TRUSTEES

REGULAR MEETING – SEPTEMBER 22, 2020 – 7:30 PM

The meeting was called to order at 7:30 pm by Supervisor Slucter with the Pledge of Allegiance. 

Present:  Slucter, Rumsey, Fritts, Myers, Piper, Pray and Pisano

Absent:  None

 

Slucter moved and Myers seconded to accept Patricia Pisano’s resignation from the Planning Commission and welcome her to the Township Board as Trustee.  Carried 7-0.  Patricia Pisano was given the Oath of Office by Clerk Rumsey

 

Piper moved and Myers seconded to approve the agenda as amended, adding New Genetics Addition to the end of New Business.  Carried 7-0.

 

Rumsey moved and Fritts seconded to approve the minutes of the previous meeting as written. Carried 7-0.

 

Reports:

 

     Sheriff’s Report:  None

    

     Planning Commission:  At last meeting held a two public hearing for a Special Use Permit, recommending one to the board and tabling the other for more information.

 

     Sewer Board:  September’s meeting was held, approved bills and added a property to the sewer district with the provision of installing a grinder pump lift station and paying tap fee.

 

     Emergency Service Department:   Chief Miller reported on the current runs and requested two personnel actions.  Piper moved and Rumsey seconded to approve Philip McGill and John Lance as Lieutenants and for them to start receiving officers stipend with October 2020 paid on call reimbursement.  Carried 7-0.

   

     Assessor/Preston Community Services:  Wrapping up the field work on the 20% review and should have new construction completed by end of year.

           

Library:  1) Had a successful Zoom author visit in August, next one is on October 13th. 2) Working on a Story Walk through downtown Dimondale.  3) Providing the opportunity to assist families with children’s virtual learning and entertainment, gathering a pre-selected bag of books on any given subject. 

 

    Supervisor’s Report:  Busy with a variety of items.

 

Public Officials:  Rick Jones introduced himself as running for Eaton County Sheriff.  Provided his personal cell and email address.

Unfinished Business:  

Doug Drake is helping Matt Jankoviak and has enlisted the assistance of a local building willing to take on the project to finishing the outside of 9995 Billwood House. Weather permitting, should have outside finished by end of construction season.

 

Township legal counsel, Kendall O’Connor, stated the township board needs to determine whether to enforce the July 20, 2020 Hearing Officer’s Decision and Order in reference to 10652 W. Jolly Road.  Pacifically the Hearing Officer ordered the property be repaired and made safe so that they are not dangerous buildings within forty-five (45) days from the order or alternatively, the property owner shall demolish and remove the structures from the property within forty-five (45) days of order.  The next step is to determine whether to enforce the order.  At a Public Hearing on the 22nd day of September 2020 at 7:00 pm held at the Windsor Charter Township Offices and electronically via GoTo Meeting, during a regular meeting of the Board of Township of Windsor Charter Township, and pursuant to the Windsor Charter Township Dangerous Building Ordinance, Ordinance No. 39, Section 6, Resolution and Order No. 20-004 was offered by Trustee Myers and Supported by Trustee Pisano for the approval of the Hearing Officer’s Decision and Order in reference to 10652 W. Jolly Road.

Ayes:  Myers, Piper, Rumsey, Slucter, Fritts, Pray and Pisano

Nays:  None

Resolution and Order No. 20-004 approved: 7-0.

 

New Business:

Slucter offered and Pray supported to accept the recommendation of the Planning Commission to approve Fresh Coast Cannabis Group Special Use Permit including the conditions of providing additional information as noted in staff report, a final site plan being submitted for final approval to the Planning Commission and all Emergency Service requirements being met before final site plan is approved.

Ayes:  Pisano, Pray, Fritts, Slucter, Rumsey, Piper and Myers

Nays:  None

Fresh Coast Cannabis Group Special Use Permit approved: 7-0.

 

Rumsey offered and Pray supported authorizing the Supervisor to spread a levy of 3.8 mills on the real and personal property of Windsor Charter Township (Winter 2020) according to the valuation entered on the assessment roll.

Ayes:  Myers, Piper, Rumsey, Slucter, Fritts, Pray and Pisano

Nays:  None

Resolution adopted:  7-0.

 

Tony Cooch, representing New Genetics, LLC updated the board on their plans for an addition to the existing building on Lot 4 of Harvest Park.  

 

Rumsey moved and Piper seconded to amend the 2020 Budget by moving $30,000 from Contingency to Emergency Service due to unforeseen maintenance and repair expenses.  Carried 7-0.

Pisano moved and Piper supported to go into closed session to discuss attorney’s legal opinion.

Ayes:  Myers, Piper, Rumsey, Slucter, Fritts, Pray and Pisano

Nays:  None

Township Board went into closed session at 8:20 pm:  7-0

 

Slucter reopened the regular meeting at 9:01 pm.

 

With no further business Supervisor Slucter adjourned the meeting at 9:01 pm.
