WINDSOR CHARTER TOWNSHIP BOARD OF TRUSTEES

REGULAR MEETING – OCTOBER 27, 2020 – 7:30 PM

The meeting was called to order at 7:30 pm by Supervisor Slucter with the Pledge of Allegiance. 

Present:  Slucter, Rumsey, Fritts, Piper, Pray and Pisano

Video/Teleconference:  Myers

Absent:  None

 

Piper moved and Fritts seconded to approve the agenda as amended, adding Update to 9995 Billwood House to Unfinished Business.  Carried 7-0.

 

Pisano moved and Piper seconded to approve the minutes of the previous meeting as written. Carried 7-0.

 

Reports:

 

     Sheriff’s Report:  None

    

     Planning Commission:  Due to Veterans Day falling on November 11, 2020, the Planning Commission’s next regular meeting date has been changed to November 18, 2020 at 7:00 pm where a Public Hearing will be held for a Special Use Permit.

 

     Sewer Board:  None

 

     Emergency Service Department:   Chief Miller reported having completed their first virtual agency inspection and the prevention department is continuing with inspections and reviewing plans.

   

     Assessor/Preston Community Services:  Due to Covid-19 the State has extended the deadline for filing Tax Tribunals and we have three that have been filed.  Received guidance from the State Tax Commission on the Board of Review educational requirement for the coming year.

           

Library:  Had another successful virtual author visit and the downtown story walk was very well received. 

 

    Supervisor’s Report:  Busy working on the budget and a variety of items.

 

Public Officials:  County Commissioner Matt Bowen reported at their last meeting a resolution was passed declaring climate change a pandemic.  This was done in an effort to move the county to obtain green energy sources to help reduce their footprint at the county level.

Unfinished Business:  

The township board received wonderful news from Matt Jankoviak, the outside of 9995 Billwood House is substantially completed.  Pictures were presented.

 

New Business:

The budget revenue was discussed and it was noted that it takes about two years before any tax benefit will be realized by the township on any new commercial construction in our township.  Slucter moved and Rumsey seconded to set the 2021 Budget Public Hearing for November 10, 2020 at 7:30 pm.  Carried 7-0.

New Business – Cont’d:

Rumsey moved and Fritts supported to go into closed session to discuss attorney’s legal opinion.

Ayes:  Myers (Videoconference), Piper, Rumsey, Slucter, Fritts, Pray and Pisano

Nays:  None

Township Board went into closed session at 7:44 pm:  7-0

 

Slucter reopened the regular meeting at 8:32 pm.

 

With no further business Supervisor Slucter adjourned the meeting at 8:33 pm.
