REGULAR MEETING – FEBRUARY 10, 2021

The regular meeting of the Windsor
Charter Township Planning Commission was called to order at 7:00 pm by Chairperson
Holtz.
Video/Teleconference: Holtz, Sabourin, Johnson, Pray and Bowen
Absent: Collins
Also Video/Teleconference: Asst Chief Fabijancic and Clerk Rumsey
Johnson
moved and Bowen seconded to approve the agenda as written. Carried 5-0.
Johnson moved and Sabourin seconded to approve the
minutes of the previous meeting as written. Carried 5-0.
Reports:
Board of
Trustees: 1) Dimondale/Windsor Wastewater Treatment 2021-22 Budget was
approved. 2) Resolution for Poverty
Exemption Eligibility Requirements for 2021 and Resolution Authorizing a
Resident Taxpayer to File a Protect before the Board of Review by Letter was
approved. 3) Appointed Matt Bowen and James Fabijancic to
the Planning Commission, with James starting after his completion of his
academy training.

Review: Virtual meetings scheduled for
March 8th from 3:00 – 9:00 PM and March 9th from 9:00 AM
– 3:00 PM. Property assessments to go
out in the mail end of next week.

moved and Pray seconded to retain Brian Holtz as Chairperson. Carried 5-0.
Pray moved and Sabourin seconded to appoint Fran Johnson as Vice
Chairperson. Carried 5-0. Johnson moved and Sabourin seconded to
appoint Sandy Pray as Secretary. Carried
5-0.
Holtz
moved and Johnson seconded to set the Public Hearing on Premier Meds request
for an Adult-Use Marihuana Grow Special Use Permit on March 10, 2021 during
regular Planning Commission Meeting starting at 7:00 PM. Carried 5-0.
Pray
moved and Sabourin seconded to set the Public Hearing on Stillwater Brands
Michigan Inc. request for a Medical and Adult-Use Marihuana Processor Special
Use Permit on March 10, 2021 during regular Planning Commission Meeting
starting at 7:00 PM. Carried 5-0.
Discussion
was held on Green Peak Industries Site Plan Review at 9410 Davis Hwy for an
adult use marihuana cultivation, processing, and warehouse distribution
facility. Holtz moved and Sabourin
seconded to approve Green Peak Industries petitioned final site plan for a
146,191-sf adult use marijuana cultivation, processing, and warehouse
distribution facility to be located on the south side of Davis Hwy. and as
legally described in Section 3 of Windsor Charter Township (Parcel Tax ID#:
23-080-003-100-023-01) and adopt the recommendation in Staff Report dated
2/05/21 and Emergency Services letter dated 2/09/21 based on the following
reasoning and conditions: Reasoning 1)
Subject to the conditions provided below, it is found that the petitioned
special land use meets the general standards as provided for in Article VIII of
the Ordinance. 2) Subject to the conditions provided below, it is found that
the preliminary site plan for an adult use marihuana cultivation, processing,
and warehouse facility generally meets the general standards as provided for
M-1 District and site development requirements set forth under Section 5.9.6
and Section 6.8.9 of the Ordinance. Conditions: 1) Provide information as noted
under Section 3, 4 and 5 of this staff report as having not been provided for
on the site plan or in supplemental information. 2) As
outlined in Section 3.3 (b) of staff report, approved the deferment of 67
parking spaces until needed. 3) All Emergency Services conditions be met in
accordance with their letter dated February 9, 2021. 4) A final site plan shall be submitted for
final approval by the Zoning Administrator.

Green Peak Industries Site Plan Review Approval: 5-0-1
Unfinished Business:
Terry Haines Special Use Permit for
5096 Canal Road was discussed. Since
there wasn’t a representative at the meeting to answer questions and there is information
missing on plans it was recommended to table decision. Holtz
moved and Johnson seconded to table Terry Haines Special Use Permit for 5096
Canal Road until receipt of updated plans and a representative be able to
attend meeting. Carried 5-0.
Discussion was held on the updating of
the zoning ordinance. Planning
commissioners to receive entire updated document at next regular meeting. Possible workshops to be scheduled.
