Chairperson Holtz called to order the Special Meeting to Review Final
Site Plans for Fresh Coast Group & Stillwater Brands Michigan and have
Workshop Session on Master Plan & Zoning Ordinance at 6:30 pm.

Fresh Coast Group Site Plan Review
Discussion was held on landscape buffers. Chain-link fencing with privacy slats are
being proposed where they’re incapable of installing the appropriate buffer
yard Type B due to the existing building setback only being 21’ more or less
from lot line. Concerns were expressed over the maintenance of the privacy
slats. It was determined the Zoning
Administrator could advise applicant if fencing is not being maintained. Holtz offered and Johnson supported to approve
Fresh Coast Group petitioned final site plan to utilize an existing 11,340 sf
warehouse, previously housing a truck cap and bed liner sales company, for the
cultivation of medical and adult-use marijuana.
Also approve Fresh Coast Group site plan to construct a 30’X72’ (2160
sf) for the processing of medical and adult-use marijuana to be located on the
north side of Lansing Rd., as legally described in Section 19 of Windsor
Charter Township (Parent Parcel Tax ID #: 080-019-100-040-00) based on the
following reasoning and conditions: Reasoning 1) Subject to the conditions
provided below, it is found that the petitioned special land use meets the
general standards as provided for under Section 6.8 and other applicable
sections of the Ordinance. 2) Subject to the conditions provided below, it is
found that the final site plan for a marijuana processing and cultivation
facility generally meets the general standards as provided for M-1 District and
site development requirements set for under Section 5.8-A.3. Conditions 1) Provide information as noted
under Section 3, 4 and 5 of the staff report as having not been provided for on
the site plan or in supplemental information.
2) All condition requested by Windsor Township Emergency Services.

Holtz offered
and Fabijancic supported to approve the petitioned Final Site Plan for a marihuana processing
establishment within an 8,000 sf portion (Suite A) of the larger 44,000 sf
overall engineered steel industrial building to be located on the northeast
side of Harvest Park Rd and as legally described in Section 2 of Windsor
Charter Township (Parcel ID#: 080-002-100-022-06) based on the following reasoning
and conditions: Reasoning: Subject to
the conditions provided below, it is found that the petitioned special land use
meets the general standards as provided for in Article VIII of the Ordinance. 2) Subject to the conditions provided below,
it is found that the site plan for a light manufacturing facility generally
meets the general standards as provided for M-1 District and site development
requirements set for under Section 5.8-A.3 and Sections 6.8.9 of the
Ordinance. Conditions: 1) Provide information as noted under Section
3, 4 and 5 of the staff report as having not been provided for on the site plan
or in supplemental information. 2) All conditions requested by Windsor Township
Emergency Services.

Workshop Session
Several items were discussed, such as Golf Courses, Mobile Home Parks, and Lighted and/or Moving Signage. Access management for Lansing Road and Land Use Map were examined. A request was made to add verbiage in the zoning ordinance of one (1) each sprinkler riser for each tenant space and also add 360 degree access for emergency apparatuses. At the next Planning Commission regular meeting, another workshop session will be scheduled for some time in April.
With no further business Bowen moved and Johnson seconded to adjourn the meeting at 7:55 pm.
