PUBLIC HEARING – 6 PARCELS ON DIMONDALE HWY CHANGE OF ZONING
AND REGULAR MEETING
JANUARY 12, 2022 – MEETING ROOM

The regular meeting of the Windsor Charter Township Planning Commission was called to order at 7:00 pm by Chairperson Holtz.
Present: Holtz, Johnson, Pray, Sabourin, Fabijancic, Barnhart-Smith and Bowen (arrived at 7:03 pm)
Absent: None
Also Present: Asst Chief Fabijancic and Clerk Rumsey
Pray
moved and Johnson seconded to approve the agenda as written. Carried 6-0.
Johnson
moved and Sabourin seconded to approve the minutes of the previous meeting as
written. Carried 6-0.
The
Public Hearing for 6 Parcels on Dimondale Hwy Change of Zoning from A-1 to R-1C
was called to order by Chairperson Holtz at 7:01 pm.
Supervisor
Slucter gave background information on lots along Dimondale Hwy, being sold off
for individual resident parcels with zoning remaining agricultural. This proposed zoning change will bring the
properties into line with their actual current use. There will be no impact on the current
property owners either tax or property wise, it just reduces the side and rear setbacks
under the new proposed zoning. The property behind the 6 parcels will not
change.
Clark
Alling, 10089 Dimondale Hwy – Questioned
the zoning of property South and East of the 6 parcels along Dimondale
Hwy. Supervisor Slucter directed Mr.
Alling to the zoning map on the wall.
The lots directly to the south of the 6 parcels are within the village
limits and zoned residential, the lots southeast are zoned agricultural. Mr. Alling asked and received verification
that the new proposed rezoning will not change his property taxes in
anyway.
With
no more comments or questions from the public, Chairperson Holtz closed the
public hearing for 6 Parcels on Dimondale Hwy Change of Zoning at 7:07 pm.
Reports:
Board of Trustees: Meeting in December, approved the 2022 fees and schedules and introduced the rezoning of parcel on Lansing Road. At last night’s meeting, amended the budget to approve the new Sherriff contract and adopted the rezoning of parcel on Lansing Road.

Holtz moved and
Sabourin seconded to set a Public Hearing, during regular Planning Commission
meeting on February 19, 2022, for Marley Crops Special Use Permit. Carried 7-0.
An annual review was conducted on Lake Life Farms Special Use Permit. Johnson
moved and Bowen seconded to approve renewal of Lake Life Farms Special Use
Permit for another year, as they have met requirements. New expiration date 1-22-2023.

Special Use Permit Renewal Approved: 7-0-0.
An annual review was conducted on Green Peak Industries, Davis Hwy
Facility, Special Use Permit. Pray moved and Sabourin seconded to approve
renewal of Green Peak Industries, Davis Hwy Facility, Special Use Permit and to
coincide renewal date with their Harvest Park Special Use Permits, as they have
met requirements. New expiration date 10-10-2022.

Green Peak
Industries, Davis Hwy Facility, Special Use Permit Renewal Approved: 7-0-0.
Nathan Kark, Director of Government Affairs for Green Peak Industries,
presented the proposed alterations to the previously approved Davis Hwy
Facility Site Plan. Changes were made to
the security check points and freezer space.
Holtz moved and Pray
seconded to approve alteration to site plan and to add Emergency Services
conditions, dated January 12, 2022, to the Zoning Referral.

Davis Hwy Facility Site Plan Alterations Approved with conditions: 7-0-0.
Unfinished Business:
Pray moved and Johnson seconded to
recommend for the Board of Trustees to approve the petition to amend the zoning
from A-1 (Agricultural) to R-1C (One-Family Medium Density Residential) for 6
Parcels commonly known as 10089, 10095, 10101, 10165, 10179 & 10193
Dimondale Hwy as its consistent with the area and in accordance with the master
plan. Carried 7-0.
Holtz moved and Johnson seconded to
postpone a decision on MDAJ Special Use Permit, until the applicant is present
to answer questions. Carried 7-0..
