REGULAR MEETING
JANUARY 11, 2022 – 7:00 PM

The meeting was called to order at 7:00 pm by Supervisor Slucter with the Pledge of Allegiance.
Present: Slucter, Rumsey, Fritts, Myers, Piper and Pisano
Absent: Pray
Pisano moved and Piper seconded
to approve the agenda as written.
Carried 6-0.
Piper
moved and Pisano seconded to approve the Consent Agenda. Carried 6-0.
General
Fund consisting of Voucher #33836 through Voucher #33884 equaling: $75,552.18
plus digital transfers and payments of $2,234.07 making a Grand Total of $77,786.25.
Payroll Report consisting of Voucher #42124 through #42147 and Direct Deposit
#DD3001through #DD3063 plus digital payments for a Grand Total of $82,276.29.
Reports:
Sheriff’s Report: Deputy Holliday reported on incidents in the township.
Planning Commission: None
Sewer Board: Met in December and approved bill payments.
Emergency Service Department: Chief Miller reported: 1) Assisted Delhi Township Fire on a structure fire at Windmill Trailer Park by supplying manpower and water. 2) Rumsey moved and Piper seconded to approve the resignation of Brad Reedy as an officer, move Anne Marie Cavalcante from Paid on Call Paramedic to full-time 24 hour shift to replace Megan March, move Kayla Ruszkowski from Paid on Call Paramedic to a full-time 12-hour shift, move Dawn Herig from Paid on Call EMT to a full-time 12 hour shift, move Oliver Jermaine Davis from Paid On Call EMT to a full time 12-hour shift and hire Logan Nierenberger for a full-time 12- hour shift. Carried 6-0. Rumsey moved and Piper seconded to amend previous motion by adding the approval date be retroactive to January 3, 2022. Carried 6-0. 3) The Lukas CPR Devices have arrived. Training has been scheduled with Stryker and hope to have them in service by end of next week.
Assessor/Preston Community Services: Assessment notices going out around February 20, 2022.
Supervisor’s Report: 1) MTA Conference will be held in Lansing this
year, April 25 – 28. 2) Distributed to board members, to review for comment or
recommend changes, the Eaton County 2022 Millage program for Windsor
Township. 3) Received Sherriff Contract
for 2022. The increase is greater than
estimated for our 2022 Budget. Slucter
moved and Myers seconded to continue service by approving Sherriff Contract for
2022 and amend the 2022 Budget by moving $3,831.00 from Contingency to Sherriff
Department. Carried 6-0.

Other Reports & Announcements: Eaton County Board of Commissioners is holding a Public Hearing on February 16, 2022 at 7:00 pm for the proposed Off Road Vehicle Ordinance.

New Business:
Rumsey
moved and Slucter seconded to adopt Ordinance 25 (II), the change of zoning on
Parcel No. 080-017-100-175-00 on Lansing Road from B-1 (Business) to M-1 (Industrial). Said Ordinance shall become effective upon
the date of final publication as provided by law.

Adopted the zoning change to M-1 on
Parcel No. 080-017-100-175-00: 6-0-1.
The
Resolution to waive the collection of penalties or fines for the non-filing or
late filing of property transfer affidavits that was adopted in 2018 was
reviewed. Looking to possibly updating
the resolution or come up with a different approach.
Concern has been
expressed on Eaton County’s requirement to have a building permit for above
ground swimming pools. Researching the
prospect of Windsor Township having its own building department.
