WINDSOR CHARTER TOWNSHIP BOARD OF TRUSTEES

REGULAR MEETING

FEBRUARY 22, 2022 – 7:00 PM

The meeting was called to order at 7:00 pm by Supervisor Slucter with the Pledge of Allegiance. 

Present:  Slucter, Rumsey, Fritts, Myers, Piper, Pray and Pisano

Absent:  None

 

Rumsey moved and Pisano seconded to approve the agenda.  Motion Carried.   

 

Piper moved and Fritts seconded to approve the minutes of the previous regular and closed meeting as written.  Motion Carried.

 

Reports:

 

Sheriff’s Report:  None 

    

     Planning Commission:  Last month, held public hearing for Marley Crops LLC Special Use Permit and approved extension for Nixon Road LLC Special Use Permit.

 

     Sewer Board:  None

 

     Emergency Service Department:  Chief Miller reported: 1) Assisted Charlotte Fire with three different fire calls.  2) Applied to the State of Michigan for a First Responder Training Grant.  The grant was submitted to send five people to paramedic school and five people to EMT school along with paying their salaries while attending school.  If or when grant is approved, will need a resolution from the township board to accept.  3) The new ambulance has arrived at Kodiak and inspection has been completed.  There are a few issues still needing attention.  Power cots have arrived but waiting on power loads so they can be installed in ambulances.  4) Prevention has been busy over the past several weeks working on plan reviews for new builds. 

   

     Assessor/Preston Community Services:  None

 

Supervisor’s Report:  1) Attended a seminar on Tri-County Emergency Preparedness Study.  It was a risk assessment conference, with lots of questions pertaining to a variety of potentially hazardous weather events.  2) Had a good conversation with the new Vice President of the company that purchased Windsor Estates mobile home park.  Looking to revitalize the park.  Interest was expressed in possibly connecting to the sewer and potentially upgrading their water system.  3) Today’s date is a palindrome.

 

Public Officials:  None

 

     Other Reports & Announcements:  Jim Bogi, Sexton, reported that the township usually averages 35 burials per year and in 2021, we had exactly 35 burials.

Unfinished Business:  

Rumsey moved and Piper seconded to adopt Ordinance 25(JJ), a change of zoning for six parcels on Dimondale Hwy, addresses 10089 (Parcel No. 080-014-100-104-00), 10095 (Parcel No. 080-014-100-110-00), 10101 (Parcel No. 080-014-100-115-00), 10165 (Parcel No. 080-014-100-120-00), 10179 (Parcel No. 080-014-100-125-00) and 10093 (Parcel No. 080-014-100-130-00, from A-1 (Agricultural) to R-1C (One Family Medium Density Residential).  Said Ordinance shall become effective upon the date of final publication as provided by law.

Motion Carried.

 

New Business:

Rumsey moved and Slucter seconded to table Marley Crops LLC Special Use Permit to next regular meeting, March 8, 2022.  Motion Carried.

 

Rumsey moved and Fritts seconded to approve name change on a Special Use Permit from Fresh Coast Edibles, LLC to Rooted and Zooted Processing, LLC.  Motion Carried.

 

Piper offered and Myers supported to approve the Resolution 22-001 to Adopt Poverty Exemption Eligibility Requirements, Income Standards/Asset Test and Application for 2022.
