REGULAR MEETING
MARCH 9, 2022 – MEETING ROOM

The regular meeting of the Windsor Charter Township Planning Commission was called to order at 7:00 pm by Vice Chairperson Johnson.

moved and Bowen seconded to approve the agenda as written. Motion Carried.
Bowen
moved and Sabourin seconded to approve the minutes of the previous meeting as
written. Motion Carried.
Reports:
Board of Trustees: Approved the purchase of a pickup for use by Public Service Department.
Board of Appeals: None
Board of Review: March Board of Review will be held on Monday, March 14th and Tuesday, March 15th.

Business:
A review was conducted on Stillwater Brands Michigan Special Use
Permit. Johnson moved and Barnhart-Smith
seconded to approve the renewal of Stillwater Brands Michigan Special Use
Permit.

Joe Tearpock, Green Peak’s Senior Operations Director
gave a presentation on their Summit facility project, located at 9410 Davis
Hwy. When completed the facility will be
a total of 187,000 square feet. Phase I
construction, final site plan previously approved, should be completed by June
of this year. Phase II construction,
final site plan under review, hopes to have completed by the end of this year
or first of next. Bowen moved and Sabourin
supported to approve the petitioned Final Site Plan amendment to construct
two (2) additions to a previously approved marijuana cultivation, processing,
and secure transporter facility for a combined total of a 187,000 square feet
structure as well as other various alterations to the site to be located on the
south side of Davis Hwy, and as legally described in Section 3 of Windsor Charter
Township (Parcel Tax ID #: 23-080-003-100-023-01) based on the following
reasoning and conditions: Reasoning:
Subject to the conditions provided below, it is found that the petitioned
special land use meets the general standards as provided for in Article VIII of
the Ordinance. 2) Subject to the conditions provided below, it is
found that the site plan for an adult use marihuana cultivation, processing,
and secure transporter facility generally meets the general standards as
provided for M-1 District and site development requirements set forth under
Section 5.9.6 and Section 6.8.9 of the Ordinance. Conditions: 1)
Provide information as noted under Section 3, 4 and 5 of the staff report as
having not been provided for on the site plan or in supplemental
information. 2) Planning
Commission recommends deferring 87 parking spaces until needed. 3) All conditions requested by
Windsor Township Emergency Services, dated March 4, 2022.

Green Peak Industries – Phase II Site Plan: 5-0-2
Unfinished Business:
Barnhart-Smith moved and Fabijancic seconded to un-table MDAJ Holdings
Special Use Permit. Motion Carried. Discussion
was held on the communication given and received from the applicant, MDAJ
Holdings, in reference to their request for a Special Use Permit. A Public hearing was held on December 8, 2021,
and applicant failed to show. Notification
was given before and after public hearing, by email and phone conversations, that
they needed to attend the Planning Commission meetings in order to0 proceed. There hasn’t been any contact from the
applicant since December 2021. Barnhart-Smith moved and Sabourin seconded
to recommend to the Township Board to deny MDAJ Holdings Special Use Permit due
to continued lack of effort by applicant.
Motion Carried.
