WINDSOR CHARTER TOWNSHIP BOARD
REGULAR MEETING
APRIL 26, 2022 – 7:00 PM

The meeting was called to order at 7:00 pm by Supervisor Slucter with the Pledge of Allegiance.
Present: Slucter, Rumsey, Fritts, Pray and Pisano
Absent: Myers & Piper
Slucter moved and Rumsey
seconded to amend the agenda, moving the Supervisor Report to after Planning
Commission Report and approve the agenda as amended. Motion carried unanimously.
Pray
moved and Pisano seconded to approve the minutes of the previous regular meeting
as written. Motion carried unanimously.
Reports:
Sheriff’s Report: None
Planning Commission: 1) At last meeting, recommended renewal of two Special Use Permits and set Public Hearings for a Change of Zoning Request as well as two Special Use Permits. 2) Planning Commission members have received complete copies of the proposed new Zoning Ordinance.
Supervisor’s Report: 1) Received utility disconnect notices from
Consumers Energy in relation to 10652 Jolly Road property. The conservator of the estate is proceeding
with plans for demolition. 2) The proposed
new Zoning Ordinance has been distributed to the township board members for
review. 3) Jim Bogi, Public Services Director, gave an update on Clean-up Day,
June 18th. If interested in
volunteering, contact Jim Bogi at 517-604-3334.
4) Introduction and welcome were
made to the new Library Board member, Linda Reznick and the new chairperson,
Gloria Sabourin, on Citizens for Dorothy Hull Windsor Township Library
committee. A short survey on the library
will be coming soon.
Sewer Board: Met last week, received report from plant operator and paid bills.
Emergency Service Department: Chief Miller reported: 1) The investigation
on the structure fire at the mobile home park is finished, came back as
undetermined. 2) The north and south
divisions of the tanker task force was activated in Roxand Township to haul
water for three large barns that were on fire.
3) Yesterday, a semi-truck had side swiped a Potterville school bus with
40 students on board while stopped alongside Lansing Road. It appears the side mirrors made contact; NO
students were injured. 4) Rumsey moved and Pisano seconded to approve
the rehiring of Zachary Bailey to full-time Paramedic/Firefighter, filling the 24-hour
shift. Motion carried unanimously.
Assessor/Preston Community Services: None
Library: 1) Launched the Seed Library, large donation supplied cucumber seeds to all participating libraries for this year. Seeds are being stored in a recently refinished antique card catalog in the library. 2) Borrowed digitation kit from the state library to finish digitizing the last two Dimondale High School yearbooks that were missing from the library’s collection and supplied by alumni. A nonprofit previously digitized the other yearbooks but have since gone out of business. Digitized yearbooks will be stored on State Library server and a link will be provided on Windsor Township Library’s website.
Public Officials:
County Commissioner Dairus Reynnet reported 1) Eaton County plans to use some of funds from the American Rescue Fund Act on renovation upgrades to the county courthouse, such as installing solar panels. 2) On the August ballot there will be two millage renewals, a 911 & Central Dispatch millage renewal and Juvenile millage renewal. 3) The Eaton County Prosecutor’s office has acquired a new dog to help ease the stress of crime victims and witnesses.
Village President Ralph Reznick reported on having met with Windsor Township Emergency Services Department and came up with a solution for a water source to assist in fighting fires.

Clerk Rumsey moved and Supervisor
Slucter seconded the final adoption of Ordinance No. 48, an Ordinance to amend
the Windsor Charter Ordinance Authorizing and Permitting Adult-Use Marihuana
Establishments No. 45, to eliminate the requirement that recreational Marihuana
Establishments secure a corresponding license for a Medical Marihuana Facility
under the Township Ordinance Authorizing and Permitting Commercial Medical
Marihuana Facilities. This Ordinance
shall take effect the day following publication.

New Business:
New application was reviewed for Transcend
DVentures Adult-Use Marihuana Grow Facility Licensing Permit. Their plans are to branch out into the
research market and work with Wayne State University. Slucter moved and Pisano seconded to
approve three Class C Grow Adult-Use Marihuana Facility Licensing Permits for Transcend
D Ventures. Slucter moved for a friendly
amendment and Pisano seconded to add “permit to be issued subject to the posting
of Ordinance No. 48” to the original motion.

Planning Commission and renew Mason Terra LLC Special Use Permit for another
year, as they have met requirements. New expiration date April 23, 2023.

Planning Commission and renew Therapeutic Health Choice Special Use Permit for
another year, as they have met requirements. New expiration date April 23,
2023.
