REGULAR MEETING

MAY 10, 2022 – 7:00 PM

The meeting was called to order at 7:00 pm by Supervisor Slucter with the Pledge of Allegiance. 

Present:  Slucter, Rumsey, Fritts, Myers, Piper, Pray and Pisano

Absent:  None

 

Myers moved and Piper seconded to approve the agenda as written.  Carried unanimously.   

 

Piper moved and Fritts seconded to approve the Consent Agenda.  Carried unanimously.

 

General Fund consisting of Voucher #34026 through Voucher #34063 equaling: $50,159.43 plus digital transfers and payments of $1,265.39 making a Grand Total of $51,424.82. 

 

Payroll Report consisting of Voucher #42200 through #42217 and Direct Deposit #DD3249 through #DD3297 plus digital payments for a Grand Total of $81,785.08.

 

Reports:

 

Sheriff’s Report:  None 

    

     Planning Commission:  On the agenda for tomorrow’s meeting is Public Hearings for two Special Use Permit and one Change of Zoning request.  Also, three Special Use Permits are up for renewal and setting a Public Hearing on new Zoning Ordinance and Master Plan.

 

     Sewer Board:  At last meeting, received report from plant operator and paid bills.

 

     Emergency Service Department:  Chief Miller reported: 1) The Emergency Services Department is starting an EMT Program in June.  This 26-week course will take place on Saturdays and Sundays. If anyone knows of an interested Township Resident, please have them contact Chief Miller or Assistant Chief Fabijancic.  2) The I496 MDOT project is creating havoc for transporting patients to Sparrow Hospital.  Notification from MDOT on closures and detours are received after the fact causing our ambulance to take routes tougher to navigate.  To circumvent the issue, we have been taking I96 to Pennsylvania or I96 to US127 to I496 going to Sparrow from the East. But MDOT added another challenge in that they are going to tear out the bridges on I96 over MLK and Washington St over the next two years as well as they are still planning to replace the bridges over the Grand River at Billwood next year. Complicating matters more is that the City of Lansing has major projects going on in some of the same areas.  We are trying to keep open communication going with MDOT in hopes to get updates in a timely fashion.  3) Prevention is still working on plan reviews and inspections.  One warning letter has been issued for illegal burning in the Village of Dimondale.

   

     Assessor/Preston Community Services:  Working on organizing field work, letters to residents will be going out next week.

 

Supervisor’s Report:  1) Expanded on Chief Miller’s report on MDOT projects.  Currently working on organizing a meeting with Supervisors and Emergency Services Departments from multiple municipalities in the surrounding areas to gather information to take back to MDOT.

 

Public Officials:  Jim Bogi, Public Services Director distributed Roadside Clean-up flyers to the board.  This event will be held on Saturday, June 18th starting at the Dimondale Elementary School parking lot at 9 am.  Dumpster being provided by Simplified Dumpster, LLC. Volunteers are needed, to sign-up please contact Jim Bogi at 517-604-3334.

 

     Other Reports & Announcements:  1) Discover Dimondale is this Saturday, May 14th from 10 am to 4 pm.  2) Also, this Saturday, May 14th is Family Fun Day at West Windsor United Brethren Church.  3) Shirley Watson reported the Library will be closed May 17th thru May 20th, due to Covid.

New Business:

Quotes were distributed to the board on the ADA compliant door openers for the Township and Library entrances.  During the discussion, Shirley Watson, President of the Library Board, recognized Rick Stratz for his volunteer maintenance work at the library.  The difference between the two quotes on the doors were discussed, DoorPro being the lower cost.  The electric work needing to be done was considered.  After taking the Risk Reduction Grant into consideration, the balance needed to complete the work is $9,500.00.  Piper moved and Pisano seconded to approve the appropriation of $9,500.00 from the ARPA fund to the Library to engage DoorPro and Drake Electric for the installation of ADA compliant door openers for the Township and Library entrances.  Piper moved and Pisano seconded to amend motion by adding at the end “subject to an acceptable warranty as determined by Supervisor Slucter.”  Amendment Carried Unanimously.  Motion Carried Unanimously.

 

Supervisor Slucter went over the significant amount of zoning compliance letters and related documents requests that have been received over the past few months.  Discussion was held on the amount of work required to complete these requests and whether a fee was needed.  Slucter moved and Myers seconded to amend the 2022 Fee Schedule to include $150.00 for a Residential Zoning Compliance Latter and Related Documents and $750.00 for a Non-Residential Zoning Compliance Letter and Related Documents.  Carried Unanimously.

 

Discussion was held on Fresh Coast Cannabis and Rooted and Zooted Processing Marihuana Licensing Permit applications.  Township’s Legal Counsel expressed concerns with the information received, and the information not received with the application.   Applicant’s legal counsel presented information on the proposed operation of the facilities and addressed the concerns. Rumsey moved and Slucter seconded to approve one of each Medical and Adult-Use Class C Marihuana Licensing Permit for Fresh Coast Cannabis and one of each Medical and Adult-Use Processor Marihuana Licensing Permits for Rooted and Zooted Processing subject to the following conditions:  1) Provide copy of Security contract, pursuant to Ordinance Section 4(1)(d) and 5(3)(b).  2) Consistent with the application submitted, Harry Brink shall not have any involvement in the management, operations, or business of Rooted and Zooted Processing.   3) Business be conducted in compliance with all application material submitted.  4) Provide complete list and copies of the issued Permits and Licenses for Caregiver and/or Individuals or provide an affirmative statement that none exist.
