WINDSOR CHARTER TOWNSHIP BOARD

REGULAR MEETING

JUNE 14, 2022 – 7:00 PM

The meeting was called to order at 7:00 pm by Supervisor Slucter with the Pledge of Allegiance. 

Present:  Slucter, Rumsey, Fritts, Piper, Pray and Pisano

Absent:  Myers

 

Piper moved and Pisano seconded to approve the agenda as written.  Carried unanimously.   

 

Piper moved and Pisano seconded to approve the Consent Agenda.  Carried unanimously.

 

General Fund consisting of Voucher #34064 through Voucher #34107 equaling: $41,103.26 plus digital transfers and payments of $2,612.38 making a Grand Total of $43,715.64. 

 

Payroll Report consisting of Voucher #42218 through #42233 and Direct Deposit #DD3298 through #DD3347 plus digital payments for a Grand Total of $82,537.29.

 

Reports:

 

Sheriff’s Report:  Deputy Holliday reported on incidents in the township. 

    

     Planning Commission:  1) Last week, held the Public Hearing for the Comprehensive Development Plan and Zoning Updates.  2)  Approved the Windsor Charter Township Comprehensive Development Plan 2022.  3) Recommend the Zoning Ordinance update to the Windsor Charter Township Board for approval.

 

     Sewer Board:  Meeting cancelled.

 

     Emergency Service Department:  Chief Miller reported: 1) Memorial weekend was a busy weekend for Emergency Services with a double assault, personal injury accident and a motorcycle fatality.  Capital Area Peer Support Group was brought in for a debriefing. 2) Responded to three structure fires in Delta Township as well as a structure fire on N. Bridge in Dimondale.  3) Rumsey moved and Fritts seconded to approve the resignation of Zachary Bailey and approve the moving of Kayla Ruszkowski from 12-hour medic to 24-hour medic position.  Motion carried unanimously.

   

     Assessor/Preston Community Services:  Field work reappraisal work is in progress.  July 19th at 9 am Board of Review is scheduled for veterans and poverty exemptions.

 

Supervisor’s Report:  1) Received email from Board of Water & Light concerning blackouts this summer.  Chief Miller and Supervisor Slucter will be attending an informational meeting on June 21st on these blackouts.  2) Jolly Road dangerous building update – Demo permit has been issued and house should be demolished in the next 10 days.

 

Public Officials: 

Jim Bogi, Public Services Director gave an update on the Roadside Clean-up scheduled for this Saturday, June 18th starting at the Dimondale Elementary School parking lot at 9 am.  If you would like to volunteer please contact Jim Bogi at 517-604-3334.

 

County Commissioner Darius Reynnet reported 1) Received a semiannual update from the Tri-County on Aging.  2) Eaton County to receive 3.1 million dollars over the next 18 years for the Opioid Settlement.  An advisory committee being formed to determine use of funds with an emphasis on areas that were affected by the opioid addiction.   3)  Amateur Radio Club is having a National Field Day on June 25th at Camp Frances in Charlotte.

 

     Other Reports & Announcements:  In the Village of Dimondale - Thursday night, June 16th is the Art unveiling and Friday night, June 17th is the Car Show.

Unfinished Business:

Rumsey moved and Slucter seconded to adopt Ordinance 25 (KK), a change of zoning for Parcel 080-009-300-094-01 on Lansing Rd from R-1C to M-1.  Said Ordinance shall become effective upon the date of final publication as provided by law.

Motion Carried unanimously.

 

New Business:

Motion by Pray supported by Fritts to accept the recommendation from the Planning Commission and renew Terrasana Real Estate Holdings Special Use Permit for another year.  New expiration date June 26, 2023.

Motion Carried unanimously.

 

Discussion was held on the Zoning Ordinance Update.  Supervisor Slucter instructed board members to review and submit any questions or changes to himself or Clerk Rumsey so they can be compiled and/or addressed prior to next meeting.  Will work on changes or accept as is at next meeting.  Rumsey moved and Pray seconded to receive the updated Zoning Ordinance from the Planning Commission and table a decision until the June 28, 2022, meeting to allow for further review.  Motion Carried unanimously.

 

Supervisor Slucter gave a presentation on the current internet service areas in Eaton County.  A request was received from the Eaton County Controller/Administrator concerning allocating a portion of our American Rescue Plan Act (ARPA) funds for high-speed internet in Eaton County.  According to a phone conversation a plan for use of funds has not been established yet.  Eaton County was informed that once a plan has been developed, will bring to the Township Board for consideration.
