The meeting was called to order at 7:00 pm by Supervisor Slucter with the Pledge of Allegiance.

Slucter moved and Pisano
seconded to amend the agenda adding Davis Hwy Residents as item 1 under New
Business and approve the agenda as amended.
Carried unanimously.
Pisano
moved and Fritts seconded to approve the Consent Agenda. Carried unanimously.
General
Fund consisting of Voucher #34148 through Voucher #34200 equaling: $72,008.35
plus digital transfers and payments of $1,452.44 making a Grand Total of $73,460.79
Payroll Report consisting of Voucher #42252 through #42268 and Direct Deposit
#DD3402 through #DD3458 plus digital payments for a Grand Total of $86,539.87.
Reports:
Sheriff’s Report: Deputy Holliday reported on incidents in the township.
Planning Commission: August meeting cancelled.
Sewer Board: August meeting cancelled.
Emergency Service Department: Chief Miller reported: 1) Participated in
Michigan State Police’s Safety Day at MSP Headquarters today. 2) MSP’s Emergency
Preparedness Unit will be hosting their annual Girl Scouts Preparedness Day on
October 8th from 1-4. One of our female firefighters will meet with
the girls and take a firetruck for them to see.
This partnership with the Girl Scouts of Michigan teaches scouts how to
be prepared in the event of an emergency or disaster. 3) Rumsey moved and
Piper seconded to approve the hiring of Ryan Cisler as a part time
EMT/Firefighter and Robert Reedy as paid on call Special Services. Motion carried unanimously. 4)
MIOSHA will be using the Emergency Services building for fire inspection
training. They have a 4-hour classroom
session and Assistant Chief Fabijancic does a program explaining pre-incident
planning and fire related matters.
During the afternoon they go over our trucks, showing new inspectors
what to look for. We have an awesome relationship with the fire inspectors and
have been doing this with them for over 20 years. 5) MTA is hosting an Emergency Issues in
Emergency Services workshop in Frankenmuth on Monday, September 12th. Chief Miller and Assistant Chief Fabijancic
will be attending again this year. An
invitation has been extended to the board to attend.
Assessor/Preston Community Services: Continuing with field work.
Public Service Department: Jim Bogi reported on cemetery interments this year.
Supervisor’s Report: A summary of Delta Township’s 425 agreement
with the City of Lansing and issues Windsor Township residents are having with
General Motor’s construction of a new battery plant on Davis Hwy.
Public Officials: County Commissioner Darius Reynnet reported: 1) An update was received from the Health Department on Monkeypox. Vaccines are available. 2) A presentation was given at commissioner’s meeting on the Eaton County Master Plan update. 3) Received a request from Sheriff Reich at a Safety Committee Meeting last week. Asking for annual retention bonus for 2 years for deputies. Road patrol is understaffed and expect to get worse as deputies retire. Been sent to Ways & Means Committee to discuss.
Other Reports & Announcements: Clerk Rumsey reported a 33% turnout for the August 2nd Primary Election, which is average for a Primary Election. There was an increase in voting by Absent Voter Ballot.

New Business:
Many of Windsor Township’s Davis Hwy Residents gave testimony and expressed their distress over the General Motors battery plant under construction across from their homes. The construction started without any notice to the residents. When General Motors did finally reach out, after construction already started, they did not address any of the resident’s concerns. They have had to endure the endless truck traffic, noise, dust and debris from all the construction, starting in the early morning hours and going after dark. The stress it has placed on all the families was communicated quite clearly. They were informed that a traffic light would be installed directly in front of their homes to accommodate the employee parking lot and semi-truck ingress and egress. Several attempts were made to get someone to look at other design ideas for this traffic as there are roads around the existing plant that can be utilized. Shifts from both plants can be staggered (GM does this all the time) to accommodate employee and truck traffic flow using existing General Motor roads, without having to enter and exit in front of the residential homes, but no one will even listen or consider this idea. Fears were conveyed concerning property values and quality of potable water. Worries over the condition and the finished elevation of their road (Davis Hwy) was also expressed.
In accordance with MCL 15.568 Section 8
of Act 152 of 2011, Rumsey moved and Piper seconded to opt out of the 80/20
program for eligible employee’s health insurance and pay 100% of the premium
for the 9/01/22 to 8/31/23 period.
Motion carried unanimously.
Unfinished Business:
Rumsey moved and Piper seconded to un-table Zoning Ordinance Update. Motion carried unanimously. The general consensus was to continue the review at the next regular meeting. Myers moved and Pisano seconded to table continuing the review of the Zoning Ordinance Update for the next regular meeting. Motion carried unanimously.

to move into a closed session to consider legal advice presented in written
legal opinion drafted by the township attorney concerning dangerous buildings.

Township board went into closed session at 8:05 pm.

to come out of closed session.

Supervisor Slucter reopened the regular meeting at 8:24 pm.
Motion by Rumsey and supported by Myers
to proceed with Dangerous Building Hearing for 10073 Holt Hwy and give
Supervisor Slucter the authority to appoint the Dangerous Building Hearing
Officer. Motion Carried
unanimously.
With no further business Supervisor Slucter adjourned the meeting at 8:27 pm.
