WINDSOR CHARTER TOWNSHIP PLANNING COMMISSION

REGULAR MEETING

 SEPTEMBER 14, 2022 – MEETING ROOM

The regular meeting of the Windsor Charter Township Planning Commission was called to order at 7:00 pm by Chairperson Holtz.

 

Present:  Holtz, Johnson, Pray, Sabourin, Bowen and Barnhart-Smith

Absent:  Fabijancic

Also Present:  Asst Chief Fabijancic and Clerk Rumsey

 

Bowen moved and Sabourin seconded to approve the agenda as written.  Motion Carried.

 

Johnson moved and Bowen seconded to approve the minutes of the previous meeting as written.  Motion Carried.

 

Reports:

      Board of Trustees:  1) The Township Road Side Cleanup Day was successful.   2) Finished the review of Zoning Ordinance Update.  3) Listened to the David Hwy Residents distress over the new battery plant.  4) Heard presentations on the Ram Trail and the Tri-County Trail extension. 5) Approved Resolution to spready a levy of 3.8 mills on the real and personal property for Winter 2022.  6) Set public hearing on 425 Agreement.  7) Approved property 6667 E. Vermontville Hwy to continue with the Application for Farmland Agreement.

 

      Board of Appeals:  None

 

      Board of Review:  None

 

      Reports & Announcement:  Chairperson Holtz announced he will be absent for the Planning Commission’s October 12, 2022 meeting.

New Business:

Holtz moved and Pray seconded to set a Public Hearing on Canines for Change Special Use Permit for October 12, 2022 at 7:00 pm, prior to the Planning Commissions regular meeting.  Motion Carried.

 

A review on Fresh Coast Cannabis and Rooted and Zooted Special Use Permit was conducted.  Holtz moved and Johnson seconded to recommend approval to the Township Board on Fresh Coast Cannabis and Rooted and Zooted Special Use Permit for another year, as they have met requirements.

Ayes:  Sabourin, Barnhart-Smith, Johnson, Holtz, Pray and Bowen

Nays:  None

Absent: Fabijancic

Motion Carried.

 

Nathan Kark, a representative from Green Peak Industries, gave an update on the Summit facility.  A review was performed on both the Harvest Park and Summit cannabis facilities.  Bowen moved and Sabourin seconded to recommend approval to the Township Board on Green Peak Industries Special Use Permit for another year.
