WINDSOR CHARTER TOWNSHIP BOARD
PUBLIC HEARING/REGULAR MEETING
OCTOBER 25, 2022 – 7:00 PM

The meeting was called to order at 7:00 pm by Supervisor Slucter with the Pledge of Allegiance.
Present: Slucter, Rumsey, Fritts, Myers, Piper and Pisano
Absent: Pray
Slucter moved and Pisano seconded
to amend the agenda, moving Supervisor Report after Library Report, expand the
Library Report into two reports, and add Township New Logo under Unfinished
Business. Motion carried
unanimously. Rumsey moved and Fritts seconded to approve
the agenda as amended. Motion carried unanimously.
Supervisor Slucter called the
Public Hearing to order for the 425 Agreement with the City of Lansing at 7:08
pm.
Supervisor Slucter announced
Consumers Energy is building a Regional Service Center at 7000 N Canal Road
(Southeast corner of Canal Road and Billwood Hwy). The 425 Agreement with the City of Lansing
will allow for public water service to be extended South on Creyts Road,
turning West on Billwood to Canal Road to accommodate Consumers Energy
property. This opens up the opportunity
for public water for future development into Lansing Road corridor and possibly
beyond. The agreement is for 25 years
without an automatic renewal. Taxes
will be assessed and collected by the City of Lansing and the Township will
receive its portion of the property taxes directly from the City in accordance
with the agreement. Township services
such as fire, ambulance, police protection and enforcement, zoning, planning
and wastewater collection will remain under the township jurisdiction. Street and road maintenance and repair, storm
drains, soil erosion and sedimentation control and administration and
enforcement of the State Construction Code will all remain under Eaton County
jurisdiction.
Jessica Tramontana – Introduced herself and Taylor Masters, representatives
from Consumers Energy. Jessica expressed
Consumers Energy’s excited in moving into Windsor Charter Township. With the property conveniently located
between two major highways, it will allow quicker response times for
repairs. Looking forward to partnering with
the community.
Supervisor Slucter emphasized
the Consumers Energy trucks will have controlled routes and will not be traveling
residential areas, unless needed for repairs.

Rumsey moved and Myers seconded
to approve the minutes of the previous regular meeting as written. Motion carried unanimously.
Reports:
Assessor: None
Sheriff’s Report: None
Planning Commission: Special meeting and public hearing scheduled for November 2, 2022, 7:00 pm on a Special Use Permit request from Canines for Change.
Sewer Board: The purchase of Silversmith Data Asset Tracking Software, by the Village of Dimondale and the Dimondale/Windsor Sewer Board, sharing cost 50/50, was approved at the last meeting. The software will help track infrastructures.
Emergency Service Department: Chief Miller reported: 1) On the EMS and Fire Runs since last meeting. 2) Monitoring the possibility of a low diesel fuel supply. 3) Having issues with transferring care to hospitals, taking an excessive amount of time. 4) Rumsey moved and Pisano seconded to approve the hiring of Jeremy Neirenberger in the 24 hour, full time Paramedic position, effective November 20, 2022 and move Robert Reedy from Special Services to Paid on Call Firefighter/Trainee. Motion carried unanimously. 5) Discussed the state wide Paramedic shortage and the steps being taken to try and reduce our current staffing shortages.
Library: Ann Sanders reported: 1) Gave update on board members - Shirley Watson relinquished President duties to Rich Runels (previously Vice President) and introductions were made on the newest board members, Lynda Meade as Secretary, replacing Inge Kyler and Vincent Tardino, replacing Rich Robbins. 2) Approved for the Federal Equipment Grant from the Library Services Technology Act at $21,000, for the solar powered WiFi enabled charging benches for the three Village parks, to be installed in May, bringing a grant total this year of over $30,000.
Library: Linda Reznick reported on the Library Committee having a productive meeting with the Township Board Library Committee.
Supervisor’s Report: An update was given on 10652 Jolly Road
property. It is close to being
completed. The structure has been
demolished and property has been cleaned up.
Just waiting on some paperwork to be finalized.
Public Officials: County Commissioner Dairus Reynnet reported on Eaton County’s Master Plan.
Village of Dimondale President Ralph Reznick gave an updated on the Village’s Manager’s position.

Unfinished Business:
Paige Hunter, Graphic Artist, presented a couple of option to expand upon for a new Township Logo.
New Business:
An update was given on Harvest Park road dedication. A second option to obtain Eaton County Drain Commission’s approval was started, but will still take at least several months to complete.
Slucter moved and Pisano seconded to
table Green Peak Industries Special Use Permit renewals indefinitely and allow
operations to continue during this period. Motion carried unanimously.
Slucter moved and Fritts seconded to
table Green Peak Industries Marihuana Grower and Processor Permit Licenses for
the Summit Facility until next meeting, November 22, 2022. Motion carried unanimously.
Rumsey moved and Piper second to set
the Public Hearing on the 2023 Budget for the regular meeting, November 22,
2022, 7:00 pm. Motion carried unanimously.
A
review was conducted on the 425 Agreement with the City of Lansing. There are a
few minor changes needed. The timing of the water installation in conjunction
with the I96 Bridge construction was discussed.
Will be included on the agenda when the new revision is available.
