WINDSOR CHARTER TOWNSHIP BOARD

REGULAR MEETING

JANUARY 10, 2023 – 7:00 PM

The meeting was called to order at 7:00 pm by Supervisor Slucter with the Pledge of Allegiance. 

Present:  Slucter, Rumsey, Fritts, Myers, Piper, Pray and Pisano

Absent:  None

 

Piper moved and Pisano seconded to approve the agenda as written.  Motion carried unanimously.   

 

Myers moved and Piper seconded to approve the Consent Agenda.  Motion carried unanimously.

 

General Fund consisting of Voucher #34443 through Voucher #34498 equaling: $124,177.24 plus digital transfers and payments of $3,272.10 making a Grand Total of $127,449.34.

 

Payroll Report consisting of Voucher #42327 through #42343 and Direct Deposit #DD3678 through #DD3744 plus digital payments for a Grand Total of $99,617.04.

 

Reports:

 

Sheriff’s Report:  Deputy Holliday reported on incidents in the township.

    

     Planning Commission:  At last meeting, made recommendations to the Township Board on two Special Use Permits and tabled one Special Use Permit needing additional information.

 

     Sewer Board:  Meeting scheduled for Thursday, January 19, 2023.  Waste Water Treatment Plant Operator Contract renewal up for discussion.

 

     Emergency Service Department:  Chief Miller reported: 1) Rumsey moved and Piper seconded to approve the request of Anne Marie Cavalcante to move from full time to pool paramedic, approve moving Jeffrey Carrow from pool paramedic to full time paramedic (taking Anne Marie Cavalcante’s shift) and promote the trainee’s John Cattron to POC Firefighter/EMT, Dale Morey to POC Firefighter/EMT and Justin Friesorger to POC Firefighter.  Motion carried unanimously.  2) Conveyed the thank you cards and phone calls from the community that have been received recently.  3) The Windsor Township Emergency Services is providing and installing battery operated smoke detectors and carbon monoxide detectors free of charge from a grant by the State of Michigan Bureau of Fire Services. A Smoke and Carbon Monoxide Alarm Request Form and more information is available at the Windsor Township Office and website (www.windsortownship.com), Emergency Services Building, and the Village of Dimondale’s website (villageofdimondale.org). 

   

     Assessor/Preston Community Services:  The Board of Review was completed on December 13th.  There were fewer than normal items due to changes made allowing assessors to handle certain task without going to the Board of Review.  A study was done by the State of Michigan and property assessed values will be increasing approximately 3% in Agriculture, 6% in Commercial, 10% in Industrial and 10% in Residential with taxable values increasing approximately 5%. 

 

Public Service Department:  1) For 2022, there were 45 burials in Windsor Township.  Since the last meeting we have had 4 burials, 3 cremations and 1 full burial. 2)  Due to the mild winter weather, have been doing tree trimming in the cemeteries.

 

Supervisor’s Report:  Issued 52 zoning referrals for different kinds of construction in 2022.  Will be meeting with a building inspector candidate in the next couple of weeks.

 

Public Officials:  

Village of Dimondale, President Ralph Reznick, announced the Village appointed Robert Campbell as Village Trustee, taking Jacob Toomey’s place as he was elected County Commissioner.

Unfinished Business:

Garry Rowe, representative of the Tri-County Planning Ground Water Management Board answered  questions from the board in referenced to the ground water samplings taken around the Tri-County area. They have raised funding to sample six water wells in Windsor Township and are requested assistance in funding for 14 additional wells for a sum of $3,220.00.   Slucter moved and Pisano seconded to approve funding of $3,220.00 to sample 14 water wells and assistance in mailing out letters to homeowners.  Motion carried unanimously.

 

New Business:

Slucter moved and Pisano seconded to table Creyts Road Exchange Special Use Permit renewal until next regular meeting, January 24, 2023, to obtain further legal review and allow operations to continue during this period.  Motion carried unanimously.

 

Pray moved and Piper seconded to approve the Planning Commission’s recommendation and deny Unitech Laboratories Special Use Permit renewal due to not having received any communication from them in over a year and not completing buildout or occupying space.

Discussion was held Windsor Estates of Dimondale mobile home community drinking water system.  Havenpark Communities, owners of Windsor Estates, has applied for a public drinking water supply system permit from the State of Michigan, Department of Environment, Great Lakes and Energy (EGLE).  A resolution is being requested from Windsor Charter Township endorsing the owners to continue with the responsibility to provide public drinking water supply system for the Windsor Estates community.  After consulting with township’s legal counsel, notification of Lansing Board of Water and Light bringing public drinking water supply into this area in the next two years and the township endorses the application until such a time as there is an available public drinking water supply system for the property was added to the resolution.  EGLE confirmed the additional language with fine.  Piper moved and Pray supported the adoption of Havenpark Communities owning and operating a drinking water system serving Windsor Estates of Dimondale Resolution.

Hear Public Present on any subject:  None

 

Regarding the case of Green Peak Industries v Windsor Charter Township Board and Kern Slucter, now pending in Eaton Circuit Court, Case No. 22-119-AS, Slucter moved and Myers seconded the Township Board enter closed session to consult with the Township attorney regarding trial or settlement strategy in connection with the specific pending litigation because an open meeting would have a detrimental financial effect on the litigation or settlement position of the Township.
