WINDSOR CHARTER TOWNSHIP PLANNING COMMISSION

REGULAR MEETING

FEBRUARY 8, 2023 – MEETING ROOM

The regular meeting of the Windsor Charter Township Planning Commission was called to order at 7:00 pm by Chairperson Holtz.

Present: Holtz, Johnson, Pray, Sabourin, Fabijancic, Bowen and Barnhart-Smith

Absent: None

Also Present: Asst Chief Fabijancic and Clerk Rumsey

Holtz moved and Sabourin seconded to amend the agenda, adding By-Laws under New Business. Motion Carried. Sabourin moved and Fabijancic seconded to approve the agenda as amended. Motion Carried.

Johnson moved and Bowen seconded to approve the minutes of the previous meeting as written. Motion Carried.

Reports:

Township Board: Tabled two Harvest Park Special Use Permit Renewals for additional legal review and approved Green Peak Industries Marihuana Licensing Permits and Special Use Permit Renewals with conditions.

Board of Appeals: None

Board of Review: March Board of Review will be the second week in March 2023.

Unfinished Business:

Holtz moved and Bowen seconded to un-table HTA Special Use Permit Renewal. Motion Carried. After talking with an HTA Companies representative, Bowen moved and Pray seconded to recommend to the Township Board to amend HTA Companies Special Use Permit to reflect a change of no more than 30 pieces of equipment stored outside to no more than 50 pieces of equipment stored outside, all other conditions to remain the same.

Ayes: Sabourin, Barnhart-Smith, Johnson, Holtz, Pray, Fabijancic and Bowen

Nays: None

Absent: None

Motion Carried.

New Business:

Discussion was held on amending the Planning Commission By-Laws to address Conflict of Interest. Holtz moved and Sabourin seconded to adopt Section 5: Conflicts of Interest, provided by township legal counsel, and amend the Planning Commission By-Laws by moving Article IX to Article X and adding Section 5: Conflicts of Interest language as Article IX.

Ayes: Bowen, Fabijancic, Pray, Holtz, Johnson, Barnhart-Smith and Sabourin

Nays: None

Absent: None
