REGULAR MEETING
MARCH 28, 2023 – 7:00 PM

The meeting was called to order at 7:00 pm by Supervisor Slucter with the Pledge of Allegiance.
Present: Slucter, Rumsey, Fritts, Myers, Piper, Pray and Pisano
Absent: None
Myers moved and Piper seconded
to amend the agenda, adding New Bank Account for Library under New Business and
approve the agenda as amended. Motion carried
unanimously.
Piper
moved and Pisano seconded to approve the Consent Agenda. Motion carried unanimously.
General
Fund consisting of Voucher #34564 through Voucher #34606 equaling: $81,878.51
plus digital transfers and payments of $125,448.43 making a Grand Total of $207,326.94.
Payroll Report consisting of Voucher #42363 through #42375 and Direct Deposit
#DD3829 through #DD3891 plus digital payments for a Grand Total of $102,160.74.
Reports:
Sheriff’s Report: None
Planning Commission: Tabled a Special Used Permit renewal for additional information.
Sewer Board: 1) Discussion was held on replacing outfall pipe as well as the permanent and temporary easements. 2) Concern was expressed on possible problems with discharging to the force main at pump station 4 & 6, a possible resolution was supplied, if ever needed. 3) Budget amendment was approved for the shared cost of BS&A software, forwarding to Dimondale Village Council and Windsor Township Board for their approval.
Emergency Service Department: Chief Miller reported: 1) An overview of recent structure fires and traffic accidents was given. 2) A Thank You letter was received from Representative Angela Witwer on responding and assisting with the MSU mass shooting the evening of February 13, 2023. A thank you was also given to the responders that stayed back to cover the Windsor Township residents. 3) Pray moved and Myers seconded to approve the resignation of Jeff Bailey from the department. Motion carried unanimously. 4) Update was given on the Smoke and Carbon Monoxide Detector Program. It was announced at the fire inspector conference last week, that Windsor Township Emergency Services have installed the 5th most detectors in the State of Michigan so far in 2023. 5) The Hugh Heward Challenge will be using the east end of the Emergency Service’s parking lot the evening of April 28th and during the day of the 29th. 6) Received an appreciation and recognition letter from MIOSHA for the continued support for the use of the Windsor Township Emergency Services building for onsite training of MIOSH employees. 7) Supervisor Slucter received a thank you email for our Emergency Services department’s service and dedication to the Spartan community from Marlon Lynch, Vice President and Chief Safety Officer at the Department of Police and Public Safety of MSU.
Assessor/Preston Community Services: 1) Wrapped up 27 items from the Board of Review today. Sending to Equalization in the next couple of days, then letters will go out to the people effected. 2) Zoning Ordinance revisions should be ready by April 25th. 3) The process has started on a new building department in the township.
Public Service Department: 1) The 2nd Annual Community Cleanup is scheduled for May 6th from 9 AM to 3 PM. Looking for volunteers. 2) The new recently purchased utility trailer was in parking lot for viewing. 3) Have had three full burials so far this year.
Library: 1) Planning for summer reading, theme is “All Together Now, Kindness, Friendship and Community”. 2) Through Woodland Library Cooperative, the Library is now able to offer a second electronic material service called Hoopla. Hoopla includes electronic book and electronic audio books like the current service, but it also includes, music, movies and television shows.
Supervisor’s Report: 1) Progressing nicely on the seven documents the
township has agreed to obtain in order to complete Harvest Park road dedication. We only need one more document and should
have that shortly.

Unfinished Business:
Slucter moved and Piper seconded to
un-table Creyts Road Exchange Special Use Permit Renewal and re-table to
regular meeting on April 25, 2023, and allow operations to continue during this
period. Motion carried unanimously.
Rumsey moved and Pray seconded to
un-table Lake Life Farms Special Use Permit Renewal and re-table to regular
meeting on April 25, 2023, and allow operations to continue during this
period. Motion carried unanimously.
New Business:
Rumsey moved and Piper seconded to approve the Budget Amendment to the Dimondale/Windsor Wastewater Treatment Plant 2023-2024 Budget, increasing Capital Outlay by $21,500 to share in the cost of BS&A Software. Motion carried unanimously.
Discussion was held on the Library
creating a crowdfunding account, using the platform GoFundMe. Would like to funnel the monies from the
GoFundMe account into a new checking account used for just that purpose. More details are needed and a written
proposal was requested. Piper moved
and Pisano seconded to table Library new bank account until next regular
meeting, April 11th, 2023, to allow time to submit a proposal.
Motion carried unanimously.
