The regular meeting of the Windsor Charter Township Planning Commission was called to order at 7:00 pm by Vice Chairperson Johnson.

moved and Barnhart-Smith seconded to approve the minutes of the previous
meeting as written. Motion carried

Reports:
Township Board: At last night’s meeting, approved the sale of the 2007 Ambulance, Renewed three Marijuana Facility Permits and the Community Cleanup day was successful.
Board of Appeals: A hearing was held on May 4, 2023 at 6:30 pm, the board upheld zoning administrator’s decision without prejudice, allowing applicant to resubmit.
Board of Review: None
Reports & Announcements: There was a 28% voter turnout for the May 2nd Election on the Library Millage Proposal.

A review was conducted on Premier Meds LLC Special Use Permit
Renewal. Motion by Pray and supported
by Barnhart-Smith to recommend to the Township Board to approve the renewal of
Premier Meds LLC Marijuana Cultivation Facility Special use Permit at 5103
Lansing Rd.

Transcend DVentures LLC Marijuana Cultivation and Processing Facility Special
use Permit at 10310 Harvest Park.

The new owners of Lot #7 in Harvest Park, NRF Enterprises has signed
the Acknowledgement and Consent to be Bound by Special Use Permit. Pray moved and Barnhart-Smith seconded to
recommend to the Township Board to approve the renewal of the Medical Marijuana
Cultivation and Processing Facility Special Use Permit for NRF Enterprises at
Lot #7 in Harvest Park.

Home Grown, LLC has signed the Acknowledgement and Consent to be Bound by

the renewal of the Marijuana Cultivation Facility Special Use Permit for Forever
Home Grown, LLC at 10260 Harvest Park.

moved and Johnson seconded to approve the petitioned Site Plan Review,
submitted by TransDevelopment, for a 1992 space expansion of an existing
storage and distribution facility associated with GM and the Canadian Railroad
on the south side of Davis Hwy., and as legally described in Section 5 of
Windsor Charter Township (Tax ID #23-080-005-200-081-01) based on the following
reasoning and conditions: Reasoning: 1)
Subject to the conditions provided below, it is found that the petitioned site
plan for a manufacturing and processing establishment for retail sale meets the
general standards as provided for M-1, Light Industrial District and site development
requirements set forth under Section 5.8.
Conditions: 1) The property owner
or designated representative is responsible for ensuring the general contractor
received and reviews the approved Final Site Plans and conditions. 2) The property owner or designated
representative understands the fire department access road (FDAR) will need to
encompass the outer perimeter of the existing and expansion parking lot. 3) The property owner or designated
representative understands the FDAR is to be marked with “Fire Lane – No
Parking” signs. 4) Provide full size
copies of the plans to be stamped with Township Department approvals. 5) The Emergency Services Department will be
provided a complete set of final construction plans prior to occupancy to
assist in fire preplanning. Motion

Pray
moved and Barnhart-Smith seconded to approve the petitioned Final Site Plan
Review, submitted by PEL Industries, LLC, for an 11,400-sf cultivation and
processing facility to be located on Lot 8 of harvest Park, as legally
described in Section 2 of Windsor charter township (Parcel Tax ID
#23-080-002-100-022-09) based on the following reasoning and conditions: Reasoning: 1) Subject to the conditions
provided below, it is found that the petitioned site plan for a light
manufacturing facility meets the general standards as provided for under
Section 6.8 of the Ordinance.
Conditions: 1) Compliance with the provisions of the Zoning Ordinance
shall be determined by the Zoning Administrator prior to the issuing of permits
or authorization of construction of the petitioned use. 2) The property owner
or designated representative is responsible for coordinating fire inspections
between Bureau of Fire Services (BFS) Cannabis Unit and Windsor Township
Emergency Services (WTES). 3) The
property owner or designated representative is responsible for coordinating
Sprinkler System and Fire Alarm System inspections between Eaton County
Construction Codes Department (ECCCD) and WTES.
4) The property owner or
designated representative is responsible for ensuring the general contractor
received and reviews the approved Final Site Plans. 5) The
property owner or designated representative understands the temporary fire
department access road (FDAR) will need to be paved if construction on phase 2
has not stared within 2 years. 6) The
property owner or designated representative understands if an issue is
identified affecting emergency responder communication, they will be required
to install an emergency communications enhancement system per the Fire code to
NFPA 72. 7) The building cannot be
occupied until the WTES inspections have been completed. 8) The facility is made available for a tour
by the Emergency Services Department Personnel.
9) The Emergency Services
Department will be provided a complete set of final construction plans prior to
occupancy to assist in fire preplanning.

Pray moved and Barnhart-Smith
seconded to set Public Hearing for Special Use Permit at the next Planning
Commission regular meeting on June 14, 2023 starting at 7:00 pm, for a Day Care
in the home located at 7894 Nixon Rd.
