The meeting was called to order at 7:00 pm by Supervisor Slucter with the Pledge of Allegiance.

Pisano moved and Fritts
seconded to approve the agenda as written.
Motion carried unanimously.
Pray
moved and Rumsey seconded to approve the Consent Agenda. Motion carried unanimously.
General
Fund consisting of Voucher #34607 through Voucher #34665 equaling: $136,849.47
plus digital transfers and payments of $4,545.46 making a Grand Total of $141,394.93.
Payroll Report consisting of Voucher #42376 through #42388 and Direct Deposit
#DD3892 through #DD3946 plus digital payments for a Grand Total of $97,593.67.
Reports:
Sheriff’s Report: None
Planning Commission: At last meeting, made recommendations to the Township Board on three Special Use Permit Renewals.
Sewer Board: 1) Engineering for replacing the outfall pipe was presented. Working on securing new easements. 2) Discussion was held on REU requirements for a possible expansion of the truck wash at the Windmill Truck stop.
Emergency Service Department: Chief Miller reported: 1) An overview of recent structure fires and traffic accidents was given. 2) Butler Heating and Air Conditioning donated 2 Husqvarna back pack leaf blowers to the department for possible use on grass fires.
Assessor/Preston Community Services: Gearing up for field work and preparing for July Board of Review.
Public Service Department: 1) The 2nd Annual Community Cleanup is scheduled for May 6th from 9 AM to 3 PM. Looking for volunteers. 2) Researching the possible use of Columbariums in the Cemetery.
Library: 1) Summer Reading Program to start June 12th and run until August 11th.
Supervisor’s Report: 1) Came back from Michigan Township
Association (MTA) Conference last week with a few new ideas in zoning and cemeteries. 2) A
Zoning Board of Appeals is scheduled for May 4th concerning property
at 7845 E Vermontville Hwy. 3) Gave an update on the Harvest Park road
dedication with the Eaton County Road Commission.
Public Officials:
Eaton County Commissioner Jacob Toomey reported they are working on Grant Applications, the Audit was accepted and attended a Community Mental Health day event.
Village Manager Denis Prisk reported the East Washington Street Reconstruction is underway and the Danford Park construction is slated to be completed by August 31st.

New Business:
A letter from Linda Reznick, Library
President, requesting a new savings account be opened for Crowd Funding
donations was read. Fritts moved and Slucter
seconded to approve Resolution No. 23-004, opening a Savings Account for the
Library at Union Bank for the purpose of receiving Crowd Funding donations via
Go Fund Me.

and Slucter seconded to approve Resolution No. 23-003, opening a Checking
Account at Union Bank for the Windsor Charter Township Emergency Services
Public Education Fund.

table Stillwater Brands Michigan, Mason Terra and Therapeutic Health Choice’s
Special Use Permit Renewals until Harvest Park Road has been dedicated and
allow operations to continue during this period. Motion carried unanimously.
Unfinished Business:

and Pray seconded to un-table Creyts Road Exchange Special Use Permit Renewal
and re-table until Harvest Park Road has been dedicated and allow operations to
continue during this period. Motion carried unanimously.
Rumsey moved
and Pray seconded to un-table Lake Life Farms Special Use Permit Renewal and
re-table until Harvest Park Road has been dedicated and allow operations to
continue during this period. Motion carried unanimously.
Supervisor
Slucter recently received the red lined copy of the proposed new Zoning
Ordinance. He is in the process of
comparing the existing to the proposed new Zoning Ordinance.
Hear Public Present on any subject:
Scott Tribbett – Read a letter he had written concerning being opposed to the Library Millage. Some of his questions were; How can you go from a $473,000 reserve in 2015 to claiming to be broke in eight short years and why is there a need for two full time Librarians receiving benefits?
Gloria Sabourin – Chairperson for the Citizens for the Dorothy Hull Library suggested going to their website for information on the Library.
