WINDSOR CHARTER TOWNSHIP BOARD
REGULAR MEETING
JULY 25, 2023 – 7:00 PM

The meeting was called to order at 7:00 pm by Supervisor Slucter with the Pledge of Allegiance.
Present: Slucter, Rumsey, Fritts, Myers, Piper, Pray and Pisano
Absent: None
Slucter moved and Myers
seconded to amend the agenda, adding Closed Session to discuss Real Estate
after Hear Public Present On Any Subject, and approve the agenda as amended. Motion
carried unanimously.
Pisano
moved and Piper seconded to approve the Consent Agenda. Motion carried unanimously.
General
Fund consisting of Voucher #34788 through Voucher #34834 equaling: $98,263.37
plus digital transfers and payments of $2,510.87 making a Grand Total of $100,774.24.
Payroll Report consisting of Voucher #42417 through #42433 and Direct
Deposit #DD4065 through #DD4131 plus digital payments for a Grand Total of $101,588.76.

Sheriff’s Report: None
Planning Commission: None
Sewer Board: None
Emergency Service Department: Chief Miller reported: 1) Responded to three cardiac arrest and utilized the Lukas CPR devices with good results. 2) There was a structure fire at Blue Water Village on July 1st with considerable damage. 3) Responded on five different traffic accidents, one of which took 30 minutes to extricate the patient from the vehicle, who suffered significant injuries. 4) Piper moved and Myers seconded to approve the hiring of Reagan Wessels as a firefighter/EMT trainee, retroactive back to June 30th and remove Ethan Bird from Trainee status. Motion carried unanimously. 5) Announced Michigan Township Association will be holding an event entitled Emerging Issues in Emergency Services.
Assessor/Preston Community Services: None
Public Service Department: 1) To date, there have been 15 burials, 10 cremations and 5 full burials. 2) After last big storm, repaired damage to handrail on bridge over creek. 3) Disposed of two dead deer along roadways.
Supervisor’s Report: 1) Reviewing a Code Compliance procedure manual to bring to the board for approval.
Public Officials: Village Manager Denis Prisk reported on track for projects being completed on schedule.

New Business:
Rumsey moved and Fritts seconded to extend AT&T’s existing
METRO Act Right of Way Permit to December 31, 2028. Motion
carried unanimously.
Discussion
was held on whether to allow transferring of Stillwater Marihuana Licensing
Permit to an existing Marihuana licensing permit holder. Based on information recently received,
discovered some different owners would be involved, therefore, it would not be
considered a transfer.

Rumsey moved and Piper seconded for the
Township Board to enter closed session in order to discuss real estate in
accordance with MCL 15.268(d).

Rumsey moved and Fritts seconded
authorizing Supervisor Slucter to proceed with negotiations on a real estate
transaction. Motion carried unanimously.
With no further business Supervisor Slucter adjourned the meeting at 8:12 pm.
