REGULAR MEETING

SEPTEMBER 12, 2023 – 7:00 PM

The meeting was called to order at 7:00 pm by Supervisor Slucter with the Pledge of Allegiance.

Present:  Slucter, Rumsey, Fritts, Myers, Piper, Pray and Pisano

Absent:  None

 

Pisano moved and Fritts seconded to approve the agenda as written. Motion carried unanimously.

 

Pisano moved and Myers seconded to approve the Consent Agenda.  Motion carried unanimously.

 

General Fund consisting of Voucher #34878 through Voucher #34912 equaling: $49,808.34 plus digital transfers and payments of $2,369.18 making a Grand Total of 52,177.52.

 

Payroll Report consisting of Voucher #42456 through #42471 and Direct Deposit #DD4201 through #DD4293 plus digital payments for a Grand Total of $135,791.52.

 

Reports:

 

Sheriff’s Report:  Deputy Holliday reported on incidents in the township.  He would like to remind everyone not to leave your valuables in an unlocked car in your driveway overnight.

    

     Planning Commission:  On the agenda for tomorrow’s meeting is holding a public hearing for a special use permit, annual review of a special use permit and setting a public hearing date for a change of zoning request.

 

     Sewer Board: None

 

     Emergency Service Department:  Chief Miller reported:  1) Had a lot of fire runs last month, mostly storm related.  2) There are two of our personnel in Paramedic School, in the Ascension program from Genesys Health being held in Howells.  This program has received a grant to train paramedics which will benefit our two students.  They are going to receive scholarships, meaning we only have to pay for the registration fee and books. The next couple of classes will be included in the grant, so looking for two more interested in going to the Paramedic School in January.  3) Pleased to announce the receipt of a Regional Assistance to Firefighters Grant along with Charlotte, Eaton Rapids Township, Vermontville, Bellevue and Grand Ledge for Air Packs.  4)  Thank you to Masonic Lodge Charities in Dimondale, as we received a nice donation from them last week.  5) Piper moved and Myers seconded to approve the hiring of Rachael Hinds as a part time EMT trainee.  Motion carried unanimously.   6) The Prevention division is still dealing with inspections as well as multiple burning complaints post storm damage.  7) Assistant Chief Fabijancic reported on the MTA Emerging Issues conference.

 

Assessor/Preston Community Services:  Equalization studies will start rolling in October and/or November then the tax roll can be set for the 2024 Tax year.  Working with legal counsel on three commercial/industrial tax tribunals. 

 

Public Service Department:  1) To date, there have been 20 burials, 14 cremations and 6 full burials.  2) Distributed estimates for cemetery cleanup from the storm damage.  Slucter moved and Piper seconded to approve the estimate from Wright Way Tree Co. subject to taking a second look at the sugar maple tree at the West Windsor Cemetery.  Motion carried unanimously.  3) Eaton Monument has agreed to reset monuments that have been tipped over.  So far, have not seen any damage to the stones.

 

Supervisor’s Report:  1) Gave an update on the water main being installed on the west side of Creyts Road.  They are almost to the Billwood Hwy intersection.  2) A storm debris update was provided, considering a drop off location.  3)  Update was provided on Harvest Park Road.  Eaton County Road Commission has several items needing to be addressed before putting it on their agenda for approval.  4)  Working on a proposed ordinance to set up a building department.

Unfinished Business:  

Piper moved and Pisano seconded to extend the tabling of Cannabis Special Use Permit renewal an additional 90 days for Green Peak Industries Harvest Park Facility, Mason Terra LLC, Lake Life Farms, Transcend DVentures LLC, Creyts Road Exchange Co, Forever Home Grown, LLC (Previously SPTP Ventures), PG Manufacturing, LLC (Previously Stillwater Brands Michigan), Therapeutic Health Choice, NRF Enterprises, and PEL Real Estate LLC as the Harvest Park road dedication issue has not been resolved.  Motion Carried unanimously.

 

Rumsey moved and Myers seconded to un-table Green Peak Industries Harvest Park Facility Cannabis Licensing Permit Renewal.  Motion carried unanimously.  Based upon the materials reviewed, list of deficiencies having been addressed and information discussed by the Board, Slucter moved and Rumsey seconded, pursuant to Windsor Township’s Medical/Adult-use Marihuana Ordinance to approve the annual renewal of Green Peak Industries five (5) Adult-Use Class C Grower and Processor and four (4) Medical Class C Grower and Processor Licensing Permits, under the following conditions:  1) All original and currently applicable conditions.  2) The Licensee maintaining their SUP renewal for the property with any and all conditions provided within their SUP renewal, noting that they are allowed to continue to operate under their current SUP, which is tabled currently, and will have to comply with any conditions of that renewed SUP at the time Harvest Park lots comply with the Township’s ordinances or as otherwise determined by the Board at a future date as additional information becomes available.

Motion Carried unanimously.

 

New Business:

Rumsey offered and Piper supported, authorizing the Supervisor to spread a levy of 3.6 mills on the real and personal property of Windsor Charter Township (Winter 2023) according to the valuation entered on the assessment roll.

Ayes:  Myers Piper, Rumsey, Slucter, Fritts, Pray and Pisano

Nays:  None

Resolution and Order No. 23-006 adopted.

 

Based upon the materials previously reviewed, all deficiencies having been corrected and information discussed by the Board, Pray moved and Fritts seconded, pursuant to Windsor Township’s Medical/Adult-use Marihuana Ordinance to approve adding one (1) Medical Class C Grower Licensing Permit for Forever Home Grown, under the following conditions: 1) All original and currently applicable conditions.  2) The License Permittee maintaining their SUP renewal for the property with any and all conditions provided within their SUP renewal, noting that they are allowed to continue to operate under their current SUP, which is tabled currently, and will have to comply with any conditions of that renewed SUP at the time Harvest Park lots comply with the Township’s ordinances or as otherwise determined by the Board at a future date as additional information becomes available.

Motion Carried unanimously.

 

Piper moved and Slucter seconded to approve Crown Castle Metro Act Permit Application.  Carried unanimously.

 

A new Code Compliance Procedure Manual was presented.  Along with the Zoning Codes, it was discussed to incorporate Emergency Services Fire Code procedures into the manual.  More work is needed with further discussion in the future.
