PUBLIC HEARING - MOUNTAIN SAGE DBA/GREEN JADE ORGANICS

SPECIAL USE PERMIT AND REGULAR MEETING

 SEPTEMBER 13, 2023 – MEETING ROOM

The regular meeting of the Windsor Charter Township Planning Commission was called to order at 7:00 pm by Chairperson Holtz.

 

Present: Holtz, Johnson, Pray, Sabourin, Bowen and Barnhart-Smith

Absent: Fabijancic

Also Present:  Asst Chief Fabijancic and Clerk Rumsey

 

Bowen moved and Johnson seconded to approve the agenda as written.  Motion carried.

 

Johnson moved and Bowen seconded to approve the minutes of the previous meeting as written.  Motion carried.


The Public Hearing for Mountain Sage DBA/Green Jade Organics Special Use Permit was called to order by Chairperson Holtz at 7:01 pm.

 

A representative from Green Jade Organics reported that they have plans to renovate an existing facility at 5091 Lansing Road into a Cannabis Adult-Use Class C Grow Facility. 

 

With no comments or questions from the public, Chairperson Holtz closed the public hearing for Mountain Sage DBA/Green Jade Organics Special Use Permit at 7:02 pm.

 

Reports:

      Township Board: 1) Extended the tabling of Special Use Permit Renewals for the Harvest Park facilities, due to Harvest Park road not being approved by Eaton County Road Commission yet.  2) Approved Green Peak Harvest Park Facility Cannabis Licensing Permit Renewals with conditions.   3) Approved a Medical Cannabis Class C Grow Licensing Permit with conditions for Forever Home Grown.  4) Approved Crown Castle Metro Act Permit Application.  5) Authorized the Supervisor to spread a levy of 3.6 mills on real and personal property for Winter 2023.  6)  Working on Compliance Code Manual.

      Reports & Announcements:  Clerk Rumsey reported to contact her if any Planning Commission member wanted to attend the 2023 Planning Conference coming up October 4 – 6, 2023.

Unfinished Business:

Discussion was held on the number of employees as well as the required number of parking spaces.  A deferment of seven parking spaces was analyzed.  Holtz moved and Johnson seconded to recommend the Township Board approve Green Jade Organics Special Use Permit, allowing for the deferment of seven (7) parking spaces subject to Emergency Services requirements and a Final Site Plan Review.

Motion Carried.

 

New Business:

An annual review was conducted on the Special Use Permit renewals for Fresh Coast Cannabis and Rooted & Zooted Processing LLC.  Motion by Johnson and supported by Sabourin to recommend to the Township Board to approve the renewal of Fresh Coast Cannabis and Rooted & Zooted Processing LLC Special Use Permit as they have continued to meet requirements.

Motion Carried.

 

Holtz moved and Bowen seconded to set a Public Hearing for next regular meeting, October 11, 2023, at 7:00 pm, on SF Real Estate LLC’s request to rezone a combination of parcels located with frontage on both Billwood Hwy and Pats Drive from R-1D, Medium Density to M-1 Industrial.  Motion Carried.
