WINDSOR CHARTER TOWNSHIP BOARD
REGULAR MEETING
OCTOBER 24, 2023 – 7:00 PM

The meeting was called to order at 7:00 pm by Supervisor Slucter with the Pledge of Allegiance.
Present: Slucter, Rumsey, Fritts, Myers, Piper, Pray and Pisano
Absent: None
Pisano
moved and Piper seconded to approve the agenda as written. Motion carried
unanimously.
Piper moved and Pisano seconded to approve
the minutes of the previous meeting as written.
Motion carried unanimously.

Sheriff’s Report: None
Planning Commission: Next meeting scheduled for November 8, 2023.
Sewer Board: None
Emergency
Service Department: Chief Miller reported: 1) Responded to three different traffic
accidents on East Bound I-96 between Lansing Road and Creyts Road. 2) In the early morning hours of Sunday,
October 22nd, was dispatched to a house fire at 9975 Billwood Hwy. The house was vacant and a total loss. The neighboring home at 9982 Billwood Hwy was
heavily damaged but the homeowner escaped with no injuries. Many fire departments were onsite to assist
and over 480,000 gallons of water was used.
The cause of the fire is still under investigation. 3) A thank you card and letter from Lori
Declercq was received for the support, compassion and professionalism that was
shown to her father and family during a difficult time. 4) Piper
moved and Fritts seconded to approve the hiring of Hezekiah Lewis as an EMT
trainee. Motion carried unanimously.
Assessor/Preston Community Services: None
Public Service Department: 1) To date, there have been 28 burials, 17 cremations and 11 full burials. 2) Working on fall cleanup.
Supervisor’s
Report: Gave an update on getting
closer to having a township building department in place.

New Business:
Based on the materials reviewed and
information discussed by the Board, Slucter moved and Myers seconded pursuant
to Windsor Township’s Medical/Adult-Use Marihuana Ordinances to approve the PG
Manufacturing, LLC Medical and Adult-Use Cannabis Processing License Permits,
subject to deficiencies being corrected in application and under the following
condition: The Licensees maintain their
SUP renewal for the property and any and all conditions provided within their
SUP renewals.

Motion Carried
Slucter moved
and Pisano seconded to reappoint Brian Holtz and Fran Johnson to the Planning
Commission for another three-year term. Motion carried unanimously.
Hear Public Present on any subject:
Public comment was heard concerning a Traffic Study for Billwood Hwy, Consumers Energy Site Plan, Water Main Installation along Billwood Hwy, Green Peak Industries, Harvest Park, and Lansing Road Corridor.
With no further business Supervisor Slucter adjourned the meeting at 7:52 pm.
