WINDSOR CHARTER TOWNSHIP PLANNING COMMISSION

REGULAR MEETING

 NOVEMBER 8, 2023 – MEETING ROOM

The regular meeting of the Windsor Charter Township Planning Commission was called to order at 7:00 pm by Chairperson Holtz.

 

Present: Holtz, Pray, Sabourin, Bowen and Barnhart-Smith

Absent:  Johnson and Fabijancic

Also Present:  Asst Chief Fabijancic and Clerk Rumsey

 

Bowen moved and Sabourin seconded to approve the agenda as written.  Motion carried unanimously.

 

Barnhart-Smith moved and Bowen seconded to approve the minutes of the previous meeting as written.  Motion carried unanimously.

 

Reports:

      Township Board: 1) Approved Cannabis Processing License Permit for PG Manufacturing LLC.  2) Reappointed Brian Holtz and Fran Johnson to the Planning Commission.  3) Adopted a Resolution for the Library on their retirement benefits.

New Business:

Holtz moved and Pray seconded to set a Public Hearing at the next regular meeting, December 13, 2023, 7:00 pm, on a Special Use Permit application submitted by Midwest V LLC for the operation of a storage unit facility.  Motion carried unanimously.

 

Discussion was held on Green Peak Industries Summit Facility Special Use Permit renewal.  Motion by Holtz and supported by Sabourin to recommend to the Township Board to approve the renewal of Green Peak Industries Summit Facility Adult-Use Cultivation and Processing Special Use Permit.

Ayes: Sabourin, Barnhart-Smith, Holtz, Pray and Bowen

Nays:  None

Absent: Johnson and Fabijancic

Motion Carried.

 

Unfinished Business:

Pray moved and Bowen seconded to Un-table SF Real Estate LLC Rezoning Request.  Motion carried unanimously.  After an extensive review, it was determined there is a disconnect between the Master Plan and Future Land Use Map.  The Master Plan recognizes Lansing Road Corridor as our number one opportunity for business growth, but the Future Land Use Map identifies the parcels in the rezoning request as residential. Chairperson Holtz recognized a well-researched letter that was received from G. Austin Robison.  Holtz moved and Sabourin seconded to recommend that the Township Board deny the rezoning request submitted by SF Real Estate LLC to change parcels numbers 080-085-600-201-00, 080-085-600-180-00, 080-085-600-010-00, 080-003-300-090-00, 080-003-300-145-00, 080-003-300-110-00, 080-003-300-126-00 and 080-003-300-129-00 from R-1D (Medium Density Residential) to M-1 (Light Industrial) due to under Section 9.3.2 of the Zoning Ordinance the rezoning of all parcels is not appropriate as it does not conform to the Future Land Use Map.
