PUBLIC HEARING – MIDWEST X LLC SPECIAL USE PERMIT REQUEST

AND REGULAR MEETING - DECEMBER 13, 2023 – MEETING ROOM

The regular meeting of the Windsor Charter Township Planning Commission was called to order at 7:00 pm by Vice Chairperson Johnson.

 

Present: Johnson, Pray, Sabourin, Fabijancic and Bowen

Absent: Holtz and Barnhart-Smith

Also Present:  Asst Chief Fabijancic and Clerk Rumsey

 

Fabijancic moved and Pray seconded to approve the agenda as written.  Motion carried 5-0.

 

Pray moved and Bowen seconded to approve the minutes of the previous meeting as written.  Motion carried 5-0.


The Public Hearing for Midwest X LLC Special Use Permit request was called to order by Vice Chairperson Johnson at 7:01 pm.

 

Tyler Bourdo with Mitten State Engineering, representing Midwest X LLC presented a concept plan for a storage unit (mini warehousing) facility.  They anticipate constructing 25,800 square feet of buildings and approximately 150 individual spaces available to rent.  The facility will be located on Lansing Road, next to the Dollar General. 

 

Nicole Miller, 6545 W Galway – Inquired in the number of units.  Response was, this will be determined when submitting for the Site Plan Review.

 

With no more comments or questions from the public, Vice Chairperson Johnson closed the public hearing for Midwest X LLC Special Use Permit Request at 7:06 pm.

 

Reports:

      Township Board: 1) Approved the 2024 Township Budget. 2) Introduced Ordinance No. 49, Michigan Construction Code Ordinance. 3) Approved the Meeting, Holiday and Fee Schedules for 2024. 4) Approved an amendment to 2023 Budget.

 

      Board of Appeals:  None

 

      Board of Review:  Was completed on December 12th.

 

      Reports & Announcements:  Commissioner Bowen expressed his gratitude to the residents of Dimondale and Windsor Township for their continued support in Old Newsboys.

Unfinished Business:

Pray moved and ­­­­­­­­­­­­­­­­­­­­­­Bowen seconded to recommend to the Windsor Charter Township Board approval of the petitioned Special Land Use Permit for mini-warehousing on property as legally described in Section 9 of Windsor Charter Township (Parcel Tax ID #: 080-009-200-030-01) based on the following reasoning and conditions:  Reasoning: 1) Subject to the conditions provided below, it is found that the petitioned special land use meets the general standards as provided for in Article 8 of the Ordinance.  Conditions:  1) Provide information as noted under Sections 3 through 6 of this staff report as having not been provided for on the conceptual site plan or in supplemental information.  2) A final site plan shall be submitted for final approval by the Planning Commission.  3) Emergency services requirements be met as outlined in letter dated December 12, 2023.
