FEBRUARY 14, 2024 – MEETING ROOM

The regular meeting of the Windsor Charter Township Planning Commission was called to order at 7:00 pm by Chairperson Holtz.
Present: Holtz, Johnson, Pray and Barnhart-Smith
Absent: Fabijancic, Bowen and Sabourin
Also Present: Asst Chief Fabijancic and Clerk Rumsey
Johnson moved and Barnhart-Smith seconded to
approve the agenda as written. Motion
carried unanimously.

to approve the minutes of the previous meeting as written. Motion carried unanimously.
Reports:
Township Board: 1) At special meeting, the Sewer Budget for 2024-2025 was approved and completed the Building Department application so could be submitted to the State of Michigan. 2) At last night’s regular meeting, approved DJ Landscape Management’s SUP renewal and adopted the Poverty Exemption Eligibility Requirements, Income Standards/Asset Test and Application for 2024.

Board of Review: Organizational meeting on March 5th and Public Appeal Hearings on March 11th & 12th.

New Business:
A site plan review of Parker Propane located on Parcels
080-002-100-022-02 and 080-002-100-022-03 in Harvest Park was conducted. The Architect, Jeff Ferweda,
for Parkers Propane gave an overview of their site plan. The plan is to construct a new office and
vehicle maintenance building. There will be large propane storage for delivery,
a small fill station as well as a storage area for clean, new residential
storage tanks. Fencing and berm buffer
height were discussed. Response provided
was they typically use a 6’ tall chain link fence and berms will be
approximately 5’ high, matching adjacent property’s berm, with tree plantings
on top. Pray moved and Barnhart-Smith seconded to approve the petitioned Final
Site Plan for the construction of a 3,606 sf steel frame structure to serve as
the office and fleet repair facility for a propane storage and distribution
business, as well as propane and propane tank storage to be located on the east
side of Creyts Rd., and as legally described in
Section 2 of Windsor Charter Township (Parcel ID #: 23-080-002-100-022-02 and
23-080-002-100-022-03) based on the following reasoning and conditions: Reasoning:
1) Subject to the conditions provided below, it is found that the
petitioned Final Site Plan meets the general standards and requirements as
provided for under Section 6.8 and other applicable sections of the
Ordinance. Conditions: 1) Provide a site plan detail showing height
and construction material of fencing. 2)
Provide a detailed landscaping plan, especially along the northern property
line in compliance with the Ordinance.
3) The following items be added to a plan sheet and provided to
the Emergency Services Department within 30 days after Planning Commission
approval. a. Need to add exit signs and emergency light’s locations to plans.
b. Need to add portable fire extinguisher
locations to the plans. c. Need to indicate if a fire alarm system will be
utilized or location of smoke alarms to meet occupant notification life safety
objectives. 4) The property owner or designated representative is responsible
for ensuring the general contractor receives and reviews the approved Final
Site Plans. 5) The building cannot be occupied until the WTES inspections have
been completed. 6) That the facility be made available for a tour by the Emergency
Services Department personnel. 7) The
Emergency Services Department will be provided with a complete set of final
construction plans prior to occupancy to assist in fire preplanning.
