WINDSOR CHARTER TOWNSHIP BOARD
REGULAR MEETING
FEBRUARY 13, 2024 – 7:00 PM

The meeting was called to order at 7:00 pm by Supervisor Slucter with the Pledge of Allegiance.
Present: Slucter, Rumsey, Fritts, Myers, Piper, Pray and Pisano
Absent: None
Pisano moved and Piper seconded
to approve the agenda as written. Motion
carried unanimously.
Piper
moved and Pisano seconded to approve the Consent Agenda. Motion carried unanimously.
General
Fund consisting of Voucher #35121 through Voucher #35174 equaling: $69,519.18
plus digital transfers and payments of $4,034.38 making a Grand Total of $73,553.56.
Payroll Report consisting of Voucher #42528 through #42541 and Direct
Deposit #DD4586 through #DD4673 plus digital payments for a Grand Total of $135,795.13.
Reports:
Sheriff’s Report: Deputy Holliday reported on incidents in the township.
Planning Commission: On the agenda for tomorrow night is a Site Plan Review for Parker Propane, planned for lots 2A and 2B in Harvest Park.
Sewer Board: Meeting cancelled.
Emergency Service Department: Chief Miller reported: 1) FEMA announced that the President has
signed a declaration for individual and business assistance related to the
August storms. However, he did not sign
the piece that allows for municipalities to receive funding. The township might be able to receive some
reimbursement for costs spent through State of Michigan Title 19 funds. A meeting has been scheduled with the State
of Michigan in March to get clarification.
2) The State Fire Marshal has made some changes requiring all fire
department gear to meet the requirements of NFPA, which means it must be
replaced after 10 years no matter how much it has been used. Currently working
with several other departments on applying for another FEMA assistance to
firefighter’s grant for the purchase of new turn out
gear and a new washer extractor. This is
a cost sharing grant. 3) The fire at the Azzawi house is still under
investigation. A human factor certainly
appears to be involved; however, it cannot be established if it was arson,
accidental or otherwise. 4) The 2023 Annual Smoke Detector Installation
Report was presented. Windsor Township
Emergency Services ranked 13th in the State and 1st in
the Tri County area. Great job! 5) Pray moved and Fritts seconded to
accept the resignation of Joseph Gantz from both the Emergency Services
Department and from the Public Service Department effective immediately. A
friendly amendment was made by Slucter and seconded
by Piper to change the effective date to February 1, 2024. Friendly amendment motion carried
unanimously. Original motion as amended
carried unanimously.
Assessor/Preston Community Services: None
Public Service Department: 1) So far this year there as been one (1) burial. There are however six (6) cremations scheduled in the Spring. With the mild weather, have been cleaning up and burning dead branches from the cemeteries.
Supervisor’s Report: 1) The paperwork for the creation of a building department was filed with the State of Michigan on Friday, February 9th. 2) The State of Michigan Police are making progress on their rifle ranch on Davis Hwy, West of Canal. 3) Have received a number of complaints of zoning violations and dangerous building and are looking into these matters. 4) Announced there will not be a Township Board Meeting on Tuesday, February 27th due to the Presidential Primary Election.

New Business:
The Special Use Permit renewal to operate a
contracting business on the parcel located at 5855 N Michigan Rd was
reviewed. It was noted DJ Landscape Management acquired HTA Companies
business that previously operated at this location. Pray offered
and Piper supported to accept the Planning Commission’s recommendation and
renew the Special Use Permit for DJ Landscape Management at 5855 N Michigan Rd with
previous condition to remain the same and subject to them signing the Acknowledgement
and Consent to be Bound by Special Use Permit.

A review of the Resolution to Adopt Poverty
Exemption Eligibility Requirements, Income Standards/Asset Test and application
for 2024 was conducted. The eligible income
and maximum asset standards were examined.
Myers offered and Pisano supported the approval of Resolution 24-003
to Adopt Poverty Exemption Eligibility Requirements, Income Standards/Asset
Test and Application for 2024.
