REGULAR MEETING

The regular meeting of the Windsor Charter Township Planning Commission was called to order at 7:00 pm by Chairperson Holtz.
Present: Holtz, Johnson, Sabourin, Bowen and Barnhart-Smith

moved and Barnhart-Smith seconded to approve the agenda as written. Motion carried unanimously.

Township Board: None
Board of Appeals: None
Board of Review: The March Board of Review Public Appeal Hearings were this past Monday and Tuesday. Will be finishing paperwork next week.

New Business:
A site plan review for
construction of mini-warehousing located on Parcel 080-009-200-030-01 was
conducted. The shared driveway with
Dollar General was discussed and approval is pending with MDOT. Concern was
expressed over the proposed asphalt only being 3” in depth. Being as the heaviest emergency vehicle
weighs 27 tons, there is a high probability the asphalt could get damaged when
responding. A letter, from the owner,
relieving the township of liability was proposed. Future development was considered. Holtz
moved and Bowen seconded to approve the petitioned Final Site Plan for the
construction of 24,200-sf of mini-warehousing on property, legally described in
Section 9 of Windsor Charter Township (Parcel Tax ID #:080-009-200-030-01) as
it meets the general standards and requirements as provided for under section
6.8 and other applicable sections of the Ordinance with the following
conditions: 1) Provide approval from MDOT concerning the
shared drive access onto Lansing Rd., as well as any other reviewing agency
approvals. 2) Comply with Windsor Charter Township
Emergency Services conditions as outlined in letter dated March 8, 2024. 3) Provide letter of
understanding from owner, relieving the township of liability for any damage to
the parking lot by our emergency service vehicles.

Motion Carried.
An amendment to the Master Plan was purposed. There are two parcels of land on the East
side of Guinea Road, north of Lansing Road, that is currently zoned
Agricultural in the Future Land Use Map of the Master Plan. The area in
question is adjacent to state land and in close proximity to Industrial
properties. Consideration is being made
to amend the Master Plan to change these two parcels to Industrial. Sub area planning was also discussed for the
Lansing Road corridor. Barnhart-Smith
moved and Sabourin seconded to set a Public Hearing on Master Plan Amendment
for the next regular Planning Commission meeting on April 10, 2024. Motion Carried unanimously.
