WINDSOR CHARTER TOWNSHIP BOARD

REGULAR MEETING

MARCH 26, 2024 – 7:00 PM

The meeting was called to order at 7:00 pm by Supervisor Slucter with the Pledge of Allegiance.

Present:  Slucter, Rumsey, Fritts, Myers, Piper, Pray and Pisano

Absent:  None

 

Myers moved and Piper seconded to approve the agenda as written.  Motion carried unanimously. 

 

Piper moved and Pisano seconded to approve the Consent Agenda.  Motion carried unanimously.

 

General Fund consisting of Voucher #35175 through Voucher #35224 equaling: $53,838.89 plus digital transfers and payments of $7,255.35 making a Grand Total of $61,094.24.

 

Payroll Report consisting of Voucher #35225 and 42542 through #42552 and Direct Deposit #DD4674through #DD4746 plus digital payments for a Grand Total of $100,440.90.

 

Reports:

 

Sheriff’s Report:  None 

    

     Planning Commission:  At last meeting, approved site plan for mini warehousing on Lansing Rd and working on an amendment to the Master Plan, updating the future land use map for parcels on Guinea Rd.

 

     Sewer Board: Discussed the status of outfall pipe project and schedule for new generator installation.  

 

     Emergency Service Department:  Chief Miller reported:  1) On March 19, 2024, attended a meeting at MSP Headquarters in reference to the severe storm that struck in August of last year.  The FEMA Declaration only covers non-insurance costs for individuals and does not include any public (governmental or township) assistance. There may be some public funding through the State of Michigan Emergency Management.  2) Rumsey moved and Piper seconded to accept the resignation of Mitchell Robinson and Dale Morey, effective March 26, 2024, to approve moving O. Jermaine Davis from full time status to paid on call fire and EMS effective March 8, 2024,  approve the hiring of Joseph Pironello as a full time firefighter/EMT effective April 8, 2024, and approve the hiring of Robert Rich and Jacob Henry as paid on call firefighter/trainee effective March 12, 2024.  Motion carried unanimously.

 

Assessor/Preston Community Services:  None

 

Public Service Department:  1) So far this year there have been four (4) burials, three (3) full and one (1) cremation.  There are an additional eight (8) cremations scheduled, weather permitting.   

 

Supervisor’s Report:  1) Billwood Hwy has had some washouts and repair work has been done.  2) There has been an inquiry about a text message system for the township.  3) At this time, April 8th is the deadline for individuals to submit FEMA applications, date might be extended.  Check Windsor Charter Township’s website and/or Facebook for more information.  4)  The State of Michigan has set a public hearing for our Building Department for April 10th.  5)  Looking into amending ordinance to allow for excess marihuana grower license permits, as it is more of an administrative function than a material change.

 

Public Officials: Lori Conarton announced 1) Gearing up for the Memorial Day parade and welcome any groups wanting to join in.  2) The Easter Egg Hunt will be held on Sunday, March 31st at 1:00 pm at Lions Park.  The Easter Bunny will be making an appearance.

 

     Other Reports & Announcements:  There is an initiative to restore local control from the Public Service Commission concerning large solar and wind farms.  Petition is circulating in the township to be place on the November ballot.

 

Hear Public Present for Agenda Items: Janet Foran, 9650 Billwood Hwy, explained the impact of the I96 bridge reconstruction project on their neighborhood.  Loud noise and vibrations are just a few of the issues.  Questions such as, how long will demolition last, how will this project affect river traffic, what precautions are being taken to prevent damage to local residents property, what is the general timetable for building the second span, what are the trucking routes for carrying debris away from construction site and is the project on schedule?  Waiting on response from MDOT to possibly attend next board meeting or correspond by email to get answers.

 

Unfinished Business:  None

 

New Business:

Slucter moved and Piper seconded to table Michigan Department of Transportation Report on Bridge Construction until next regular meeting, April 9, 2024.  Motion carried unanimously.

 

There is a plan to submit a grant application to the state for reimbursement of public damage and expenditures due to the severe storm on August 24, 2023. Windsor Charter Township had incurred costs in the amount of $37,471.79.  A resolution is required to be included with the application.  Piper offered and Myers supported to approve Resolution 24-004, requesting the Governor to authorize a grant to Windsor Charter Township from the State Disaster Contingency Fund Pursuant to Section 19, Act 390, Public Acts of 1976, as amended and authorize Phillip Miller to execute for and in behalf of Windsor Charter Township the application for financial assistance and to provide to the State any information required for that purpose.
