The meeting was called to order at 7 pm by
Supervisor Slucter with the Pledge of Allegiance.

moved and Pisano seconded to approve the agenda as written. Motion carried
unanimously.

General
Fund consisting of Voucher #35295 through Voucher #35340 equaling:
$77,430.54 plus digital transfer and
payments of $3197.58 making a Grand Total of $80,628.12
Payroll
Report consisting of Voucher #42565 through #42583 and direct deposits #DD4813
through #DD4887 plus digital payments for a Grand Total of $103,632.79

Reports: Deputy Holliday
reported on incidents in the township.
Planning
Commission: At the May 8th
meeting, public hearings were set for June 12, 20024, on an amendment to
the Master Plan and a zoning change request for a Guinea Road property.
Sewer
Board: May meeting was
cancelled due to lack of business.
Emergency Service
Department:
Chief Miller reported 1) Significant runs. 2) An audit for
Medicare was completed. 3) Piper moved and Myers seconded to approve the
hiring of Mitchell Robinson as full-time firefighter/EMT. Motion carried unanimously. 4) After several
out-of-control grass fires caused by high wind conditions, permits were
updated, obligating permit holders to be responsible for checking wind speeds
and direction. 5) A total of 10 new air packs, 20 bottles and 18 SCBA masks
were received due to a regional FEMA grant.
Assessor/Preston
Community Services:
1) The State finalized all their information on May 1st 2) All
Principal Resident Exemption will be turned over in the first part of June.
Public Service
Department:
1) The department has been busy getting ready for
Memorial Day. 2) The 3rd Annual Community Cleanup is this upcoming
weekend, Saturday May 18th.
Supervisor’s
Report:
Supervisor Slucter reported that he had a conversation with Consumers Energy’s
site engineer regarding their site plan review submission. Engineer reported
that the site plan was on hold until the Road Commission traffic study is completed.
Public
Officials: County Commissioner Jacob Toomey reported 1) Funds from FEMA were
received from storm damage in August 2023.
2) May 18th is Recycling Day in Eaton County 3) Youth
facility expansion is on schedule and below budget.

Unfinished Business:
Slucter moved and Myers seconded to
approve an Addendum to Assistance Services Agreement with Preston Community
Services, LLC, to better reflect our respective intentions and obligations and
to maintain all other terms contained therein, specifically adding a Conflict
of Interest paragraph. Motion carried
unanimously.
Discussion was held on Michigan Construction Code
Ordinance. Previously adopted Ordinance No. 49 Michigan Construction Code
Ordinance required changes to comply with the State of Michigan requirements. Supervisor Slucter
moved and Trustee Myers supported to adopt Michigan Construction Code
Ordinance No. 50, an Ordinance to
promote the public health, safety and welfare of the residents of Windsor
Charter Township, Eaton County, Michigan, by enforcing the Michigan
Construction Code pursuant to the Stille-DeRossett-Hale Single State
Construction Code Act, Act 230 of 1972, MCL 125.1501 et seq. (the “Act”), to
designate the Windsor Charter Township Building Official as the enforcing
official to discharge the responsibilities of the Township under the provisions
of the Act, to establish a violation of any provision of this Ordinance as a
municipal civil infraction, and repeal all other ordinances or parts of
ordinances in conflict with this Ordinance in their entirety. Roll Call:

Based on the materials reviewed Pray moved and Fritts
seconded pursuant to the Windsor Township Zoning Ordinance to approve the
annual renewal of Premier Meds’ Special Use Permits, under the following
conditions: 1) All original and currently applicable
conditions. 2) The Licensee maintaining their SUP renewal for the
property with any and all conditions provided within their SUP renewal.

A renewal application was received from Premier Meds LLC
for an Adult-Use Marihuana Grow Facility Permit. There have been no
changes to the operation since the previous submission. Based upon the
materials reviewed and information discussed by the Board, Slucter moved and
Pisano seconded, pursuant to Windsor Township’s Medical/Adult-Use Marihuana
Ordinance to approve the renewal of one (1) each of a Class C Grower Adult-Use
Marihuana Permit for Premier Meds LLC, under the following conditions: 1) All
original and currently applicable conditions. 2) The License
Permittee maintaining their SUP renewal for the property with any and all
conditions provided within their SUP renewal.

Fresh Coast Cannabis Group, LLC has submitted a renewal for
Adult-Use Marihuana Grower Facility Permit. They attested no changes
since the previous submission. Based upon the materials reviewed and
information discussed by the Board, Slucter moved and Myers seconded to approve
the renewal of two (2) Class C Grower Adult-Use Marihuana Permits for Fresh
Coast Cannabis Group, LLC under the following conditions: 1) All
original and currently applicable conditions. 2) The License
Permittee maintaining their SUP renewal for the property with any and all
conditions provided within their SUP renewal.

Rooted and Zooted Processing, LLC has submitted a
renewal Application for a Medical and an Adult-Use Marihuana Processing
Facility. While the company has had no changes since the previous
submission, the facility has added specialized equipment tailored for
processing and preserving cannabis products. Based upon the materials
reviewed and information discussed by the Board, Slucter moved and Pisano
seconded to approve the renewal of Medical and Adult-Use Marihuana Processing
Facility Permits under the following conditions: 1) All
original and currently applicable conditions. 2) The License
Permittee maintaining their SUP renewal for the property with any and all
conditions provided within their SUP renewal.
