The meeting was called to order at 7:00 pm by Supervisor Slucter with the Pledge of Allegiance.

moved and Rumsey seconded to amend the agenda, adding AARP Tax Service as first
item under New Business. Carried unanimously. Piper moved and Pisano seconded
to approve the agenda as amended.

the minutes of the previous meeting as written.

Reports:
Sheriff’s Report: None
Planning Commission: None
Sewer Board: Next meeting is scheduled for June 20th.
Emergency Service Department: Chief Miller reported: 1) Significant runs since last meeting. 2) Preparing for a new ISO rating in the next few months. Changes in training and documentation have been implemented to improve on the previous rating. 3) Piper moved and Pisano seconded to hire Jake Lewis as a paid-on call firefighter/trainee. Motion carried unanimously.
Assessor/Preston Community Services: 1) Preparing the assessment roll for summer tax bills. 2) July Board of Review scheduled for July 16th. 3) Amended documents for the Building Department were submitted to the State of Michigan.
Public Service Department: 1) The 3rd Annual Community Cleanup was a success. We had approximately 30 to 40 volunteers and cleaned up 5 of the worst roads in the Township. 2) The Memorial Day ceremony at the cemetery went well. 3) To date, there have been 9 burials, 4 cremations and 5 full burials.
Supervisor’s Report: 1) The Eaton County Drain Commissioner will be holding a Notice of Day of Review of Drainage District Boundaries and Review of Apportionments on the Lemon Drain on Wednesday, May 29, 2024. 2) Today, received a notice concerning soil contamination having migrated from property located at 7262 Lansing Road (Windmill Travel Center). Will contact the environmental company to obtain more information.

Dave Berridge and Dave Thiele,
representatives from AARP Tax Group recognized the Township with two
Certificates of Appreciation. Statistics
on tax returns prepared for residents in the Windsor Township area, as well as
the other 4 Tax Aide sites in Ingham, Eaton and Clinton Counties were provided.
This is the second year Windsor Township
has hosted this program and word is getting out, from 2023 to 2024 the tax
preparations almost doubled for this area.
This is a free service with special focus on taxpayers who are over 50 or have low to moderate income and you do not need to be an AARP member to
take advantage of this program.
An estimate has been provided by Lansing
Board of Water and Light to install a new water system for the Grand Pointe neighborhood
and other nearby homes, replacing their aging community well. Representatives for the Grand Pointe
neighborhood have applied for state funding for this water infrastructure
upgrade. They also have been in contact with Senator Sarah Anthony and
Representative Angela Witwer enlisting their support.
Based upon the materials reviewed Rumsey moved and Pisano
seconded, pursuant to Windsor Township’s Medical/Adult-Use Marihuana Ordinance
to approve One (1) Medical and One (1) Adult-Use Processor Facility Licensing
Permit for PG Manufacturing, LLC, under the following conditions: 1) All original and currently applicable
conditions. 2) The License Permittee maintaining their SUP
renewal for the property with any and all conditions provided within their SUP
renewal, noting that they are allowed to continue to operate under their
current SUP, which is tabled currently, and will have to comply with any
conditions of that renewed SUP at the time Harvest Park lots comply with the
Township’s ordinances or as otherwise determined by the Board at a future date
as additional information becomes available.
A friendly amendment was made by Myers and seconded by Pisano to add a
third condition, based on Assistant Chief Fabijancic’s
review letter dated April 1, 2024, the Knox Box is to be reinstalled and
connected to alarm system and a fire inspection be performed by June 1, 2024. Friendly amendment motion carried unanimously.

Licensing Permit for Forever Home Grown, LLC, under the following conditions: 1) All original and currently applicable
conditions. 2) The License Permittee maintaining their SUP
renewal for the property with any and all conditions provided within their SUP
renewal, noting that they are allowed to continue to operate under their
current SUP, which is tabled currently, and will have to comply with any
conditions of that renewed SUP at the time Harvest Park lots comply with the
Township’s ordinances or as otherwise determined by the Board at a future date

conditions of that renewed SUP at the time Harvest Park lots comply with the
Township’s ordinances or as otherwise determined by the Board at a future date
as additional information becomes available.
