MEETING – JULY 9, 2024

The meeting was
called to order at 7:00 pm by Supervisor Slucter with the Pledge of Allegiance.
Present:
Slucter, Rumsey, Fritts, Myers, Piper, Pray, Pisano
Absent: None
Myers moved and Piper seconded to approve
the agenda as written. Motion carried unanimously.
Piper moved and Pisano seconded to approve
the Consent Agenda. It was noted that the check voucher list included Windsor
Township At-Large prepayment of the Lemon Drain project. Motion carried
unanimously.
General Fund consisting of Voucher #35408
through Voucher #35454 equaling: $234,591.13 plus digital transfer and payments
of $2,404.34 making a Grand Total of $236,995.47
Payroll Report consisting of Voucher #42597
through #42616 and direct deposits #DD4958 through #DD5031 plus digital
payments for a Grand Total of $102,756.94

Sheriff’s Reports: None
Planning
Commission: None
Sewer
Board: New generator was installed
in the lift station at the corner of Lansing and Canal Road. Next meeting is scheduled for July 18, 2024.
Emergency
Services Department: Chief Miller reported 1) There were many
significant runs, especially over the July 4th long holiday weekend,
including traffic accidents, structure fires, and assisting Delta Township with
an engine during the fireworks on July 3rd. 2) The Eaton County Training Committee has received
notice that the State of Michigan has budgeted $700,000 for the construction of
a training facility in Charlotte to be utilized by all the Emergency Service
Departments in Eaton County. 3) Our ISO rating inspection is coming this
fall. Training and documentation have
been updated to improve rating, but consideration is needed to amend our
existing Fire Code Ordinance to include a more recent NFPA 1, Fire Code.
4) An arrest has been made for the
Diamond Back Motorcycle Club’s fire in December of 2023.
Assessor/Preston
Community Services:
1) The July Board of Review is to be
held on July 16th. 2) The last year disabled veterans will need to
file for exemption is in 2025. Beginning
in 2026, disabled veterans will only need to file if they become
ineligible. 3) Response to the request
for additional information on our building department application has been
submitted to the State of Michigan.
Public
Service Department:
1) This year there have been 12 burials, 7 full burials and 5 cremains. 2) Jim
Bogi, Public Service Director, is preparing for retirement. Piper moved and Pisano seconded to promote
Kyle Baker to Associate Director of the Public Service Department. Motion carried unanimously.
Supervisor’s
Report:
1) Update was provided on the building
department application. Requested responses and additional documentation have
been submitted. The State of Michigan
Construction Code Commission will review at their next meeting, July 17,
2024. 2)
Consumers Energy’s site plan has been delayed due to a traffic study,
which has now been completed, and the need for approval of additional funding
for the increase in construction costs.
3) The newly installed fire hydrants along Creyts Road and Billwood Hwy
are operational.

Unfinished Business:
Rumsey moved and Piper seconded to adopt Ordinance 25 (KK)
the change of zoning for Parcel 080-009-100-090-00, commonly known as 6690
Guinea Rd, from A-1 to M-1. Said
Ordinance shall become effective upon the date of final publication as provided
by law.
