The meeting was called to order at 7:00 pm by Supervisor Slucter with the Pledge of Allegiance.

Slucter
moved and Pisano seconded to amend agenda adding the Ordinance Amending Fire
Code under Unfinished Business. Carried
unanimously.
Rumsey
moved and Piper seconded to approve the agenda as amended. Carried unanimously.
Piper moved and Pisano seconded
to approve the Consent Agenda. Carried
unanimously.
General Fund consisting of Voucher #35455 through Voucher #35502
equaling: $69,542.09 plus digital transfer and payments of $4,804.46 making a
Grand Total of $74,346.55
Payroll Report consisting of Voucher #42617 through #42623 and
direct deposits #DD5032 through #DD5134 plus digital payments for a Grand Total
of $147,314.30
Reports:
Sheriff’s Report: Deputy Holliday reported on incidents in the township.
Planning Commission: This month’s meeting was canceled for lack of agenda items; There are SUP renewals for September.
Sewer Board: Discussed the outfall pipe.
Emergency Service Department: Assistant Chief Fabijancic reported: 1) Significant runs since last meeting. 2) Piper moved and Pisano seconded to approve Samantha Olsen to full status as a fire fighter / EMT. Motion carried unanimously.
Assessor/Preston Community Services: State of Michigan audit was completed today; report should be available in 30 days.
Public Service Department: Jim Bogi reported on cemetery maintenance, burials and foundation installations to date.
Supervisor’s Report: 1) Introduced the new village manager, Danielle Tiedeman 2) Consumers Energy contacted regarding getting on the agenda for the Planning Commission 3) Creyts Road Exchange Company, LLC has filed an appeal in the Tax Tribunal. This is a significant financial matter for the township. Myers moved and Piper seconded to authorize Supervisor Slucter to negotiate on behalf of the township. Motion carried unanimously 5) Comcast is planning on extending service into a portion of Windsor Township for cable television. 6) Supervisor Slucter made the following statement;
“And as to the election. It has been a tremendous honor to hold the trust of this board and the citizens of Windsor Charter Township for these last 6 or so years as your Township Supervisor. I agreed to serve as Supervisor to help the community. It has been said Elections have consequences. I know that is true, especially when you don’t campaign.”
“My term extends into the
middle of November when the election is certified. After my term, I will make myself available
to assist the township on a selected basis.
I wish my successor well.”
Public Officials: 1) Jody Mann, Eaton County Sheriff Lieutenant Patrol went over Sheriff responsibilities to the community and this year’s statistics. 2) Doug Lloyd Prosecuting Attorney for Eaton County discussed his role in the office and the upcoming Tax Limitation Proposal for Eaton County on the November ballot 3) Connie Sobie and Ben Dawson from the Eaton County Controllers office spoke on the projected deficit.

Unfinished Business:
Assistant Chief Bill Fabijancic answered questions regarding
the review of the Information Resources Acceptable Use Policy. Piper
moved and Pisano seconded to table until the August 27th, 2024, meeting
when some definitions and clarifications for terms like 'workstation',
'information systems', and ‘authorized department heads’ can be made. Motion
carried unanimously.
Clerk Rumsey moved and Supervisor Slucter seconded to introduce
Ordinance Amending Fire Code of Windsor Charter Township No. 51 for posting,
publication and subsequent final adoption an Ordinance to amend the Fire Code
of Windsor Charter Township and to adopt the National Fire Protection
Association’s 2024 Fire Code and provide for future amendments to the Fire Code
provisions to be adopted by resolution of the Township Board.

Motion carried unanimously.
New Business:
In accordance with MCL 15.568 Section 8 of Act 125 of 2011, Rumsey moved and Fritts seconded to opt out of the 80/20 program for eligible employee’s health insurance and pay 100% of the premium for the 9/01/24 to 8/31/25 period. Motion carried unanimously.
