PUBLIC HEARING – 6690 GUINEA RD CHANGE OF ZONING REQUEST
AND REGULAR MEETING - JUNE 12, 2024 – MEETING ROOM

The regular meeting of the Windsor Charter Township Planning Commission was called to order at 7:00 pm by Vice Chairperson Johnson.
Present: Johnson, Pray, Fabijancic and Bowen
Absent: Holtz, Sabourin and Barnhart-Smith
Also Present: Planning Consultant Peter Preston, Asst Chief Fabijancic and Clerk Rumsey
Bowen
moved and Fabijancic seconded to approve the agenda as written. Motion carried unanimously.
Pray
moved and Bowen seconded to approve the minutes of the previous meeting as
written. Motion carried unanimously.
The Public Hearing for the Master Plan Amendment was called to order by Vice Chairperson
Johnson at 7:01 pm.
Peter
Preston, Planning Consultant, gave an overview of the decision to file an
intent to plan for amending the Master Plan. It came to the Planning
Commission’s attention that property generally located at the Northeast corner
of Lansing Rd and Guinea Rd is being considered for purchase for future
development, it was noted that the property was designated under the future
land use plan as agricultural. The properties in this area are not under
agricultural production and are unlikely to be in the future. Also, the properties surrounding this general
area are either State owned properties, State Hwy or Interstate.
Austin
Robison, 9453 Billwood Hwy – Requested confirmation on the criteria the
Commission uses when considering changes to a zoning designation on the
Comprehensive Plan’s Future Land Use Map, referencing letter he sent to the Planning
Commission, dated June 12, 2024. Response
was provided.
Gary
Rutherford, 6125 Brooks Landing – Wanted to know if property in the designated
area would be eligible to be rezoned in future.
Response was given, only if the amendment is approved and/or the
rezoning request is consistent with the future land use map as amended.

With no more comments or questions from the public, Vice Chairperson Johnson closed the public hearing for the Master Plan Amendment at 7:07 pm.
The Public Hearing for 6690 Guinea Road Rezoning Request was called to
order by Vice Chairperson Johnson at 7:07 pm.
It was
noted that applicant is only interested in rezoning 6690 Guinea Road if the
future land use designation is amended to allow for industrial. They are requesting to change the zoning from
A-1 (Agricultural) to M-1 (Light Industrial).
With no comments or questions from the public, Vice Chairperson Johnson closed the public hearing for 6690 Guinea Road Rezoning Request at 7:08 pm.

Township Board: Prepayment of Drain-At Large for Lemon Drain was approved and renewed Marihuana Licensing Permits.

Reports & Announcements: Commissioner Pray announced having a good turnout for the Community Cleanup Day on May 18th.

New Business:
A review as conducted on Omar Hawa Daycare Special Use Permit. Pray moved and Bowen seconded to recommend
the Windsor Charter Township Board approve the Special Use Permit for a Group
Daycare Facility at 7894 Nixon Rd as it meets general standards.

moved and Pray seconded to amend the Windsor Charter Township Comprehensive
Plan, specifically the Future Land Use Map, to designate the future land use of
properties East of Guinea Rd., North of Lansing Rd and South of Billwood Hwy
and to include, Parcel ID’s 080-009-100-090-00, 080-009-100-090-00,
080-009-300-002-00, and 080-009-100-020-00, to “Industrial” instead of
“Agricultural”.

Pray moved and
Bowen seconded to recommend that the Windsor Charter Township Board approve a
petition from Brewer Houses to amend the zoning district from A-1 Agricultural
to M-1, Light Industrial for property located in Section 9 of Windsor Charter
Township (Parcel ID #080-009-100-090-00) as legally described in the petition
based on the following reasoning: 1) The Planning Commission finds under
Section 9.3.2, of the Windsor Charter Township Zoning Ordinance, the rezoning
to be appropriate. 2) The Planning
Commission finds the rezoning is in compliance with the Master Plan as amended.
