WINDSOR CHARTER TOWNSHIP PLANNING COMMISSION
REGULAR MEETING
September 11, 2024 – MEETING ROOM
PROPOSED
The regular meeting of the Windsor Charter Township Planning Commission was called to order at 7:00 pm by Chairperson Holtz.
Present: Holtz, Johnson, Sabourin, Barnhart-Smith and Pray (late arrival)
Absent: Fabijancic and Bowen
Also Present: Asst Chief Fabijancic and Clerk Rumsey
Sabourin moved and Johnson seconded to
amend the agenda, removing Set Public Hearing – Silk Road Transportation
Services LLC Special Use Permit from New Business. Motion carried unanimously. Johnson moved and
Barnhart-Smith seconded to approve the agenda as amended. Motion carried unanimously.
Johnson moved and Sabourin seconded to
approve the minutes of the previous meeting as written. Motion carried unanimously.
Reports:
Board of Trustees: Adopted an amendment to the Fire Code Ordinance, Introduced an amendment to the Marihuana Ordinance allowing for excess grower permits, Approved an Employment Agreement for assessor of record and the Assessor Assistance Service Agreement, Received positive response from the State of Michigan on the Assessment Roll and Practices Audit, Working on revisions to the Information Resources Acceptable Use Policy and Received an update on the Building Department.
Board of Appeals: Granted a variance on a property located on Wilbur Hwy.
Board of Review: None
Reports & Announcement: Chairperson Holtz announced he will be absent for the October 9th Planning Commission meeting.

New Business:
The annual review was conducted on the renewal
of Fresh Coast Cannabis and Rooted and Zooted Processing Special Use Permit. Johnson
moved and Holtz seconded to recommend to the Township Board to renew the
Special Use Permit on the marijuana facility located 4955 Lansing Road for Fresh
Coast Cannabis and Rooted and Zooted Processing.

Motion Carried.
Discussion was held on the Special Use Permit
renewal for Mountain Sage d/b/a Green Jade Organics, located at 5091 Lansing
Road. It was remarked there has yet to
be any activity. Holtz moved and Johnson seconded to recommend to
the Township Board to renew the Special Use Permit for the marijuana facility
located at 5091 Lansing Road for Mountain Sage d/b/a Green Jade Organics.

A review was conducted on the marijuana
facility located at 9410 Davis Hwy. It
was noted a new tenant, Path 20 Cultivation, took over the facility and is in the
process of obtaining their licensing. Pray moved and Johnson seconded to
recommend to the Township Board to renew the Special Use Permit for the
marijuana facility located at 9410 Davis Hwy for Path 20 Cultivation.
