WINDSOR CHARTER TOWNSHIP BOARD

REGULAR MEETING – AUGUST 28, 2024

MEETING ROOM – 7:00 PM

The meeting was called to order at 7:00 pm by Supervisor Slucter with the Pledge of Allegiance. 

Present:  Slucter, Rumsey, Myers, Fritts, Piper, Pray and Pisano  

Absent:  None

 

Supervisor Slucter moved and Trustee Pisano seconded to amend agenda to include funding for the building department under New Business. Carried unanimously.

 

Trustee Pray moved and Trustee Fritts seconded to approve the agenda as amended.  Carried unanimously.

 

Trustee Piper moved and Trustee Pisano seconded to approve minutes of the previous meeting as written. Carried unanimously. 

Reports:

Sheriff’s Report:  None

 

Planning Commission:  None

 

Sewer Board: None

 

Emergency Service Department: Chief Miller reported: 1) Significant runs since the last meeting.  2) The department will assist Benton Township on August 29, 2024, when former President Donald Trump is in Potterville at Alro Steel. 3) Had an opportunity to tour the new laboratory at the State Secondary Complex that is going up off Crowner Drive and have some discussions with the general contractor.

 

Assessor/Preston Community Services: 1) Results from the State audit have not been received yet.

 

Public Service Department: Jim Bogi reported on the number of burials and cremations for the year and noted no significant damage from the most recent weather.

 

Supervisor’s Report:  1) Discussed the condition of Harvest Park Road. 2) Complaints about salvage vehicles being brought in on property located on Lansing Road were discussed. 3) The Consumers Energy Site Plan for 7000 N Canal Road is expected to be delivered soon. 4) Eaton County Ways and Means Committee has agreed to assist with a tax appeal cost but the township will continue to work on a settlement. 5) Received a positive response from the State of Michigan Bureau of Construction Codes concerning the building department application.  Suggested to prepare a jurisdictional transfer date. The official hearing will be on October 9, 2024.

Public Officials: Frank Holmes, District 14 Eaton County Commissioner spoke concerning the Resolution on the Tax Limitation Proposal on the November 5, 2024, Ballot.  You may find additional information on this millage proposal on eatoncounty.org.  

 

Other Reports & Announcements:  None

 

Hear Public Present for Agenda Items:  

Beth Shaw expressed concern about the building department.  Response was supplied that the building department has been an ongoing project for the past two years.

 

Unfinished Business:

Supervisor Slucter moved and Trustee Myers seconded to approve the Information Resources Acceptable Use Policy subject to legal counsel review. Motion carried unanimously.

Trustee Piper moved and Trustee Pisano seconded to adopt Ordinance No. 51, an Ordinance to amend the Fire Code of Windsor Charter Township and to adopt the National Fire Protection Association’s 2024 Fire Code and provide for future amendments to the Fire Code provisions to be adopted by resolution of the Township Board.

Motion carried unanimously.

 

New Business:

Supervisor Slucter moved and Trustee Myers seconded to approve the general fund advancing $15,000 to the new building department. This is to purchase software and cover initial costs, with the amount to be reimbursed as fee proceeds accumulate.
