WINDSOR CHARTER TOWNSHIP BOARD

REGULAR MEETING - SEPTEMBER 24, 2024

MEETING ROOM – 7:00 PM

The meeting was called to order at 7:00 pm by Supervisor Slucter with the Pledge of Allegiance.

Present:  Slucter, Rumsey, Fritts, Piper, Myers, Pray and Pisano

Absent:  None

 

Myers moved and Piper seconded to approve the agenda as written. Motion carried unanimously.

 

Piper moved and Fritts seconded to approve the minutes of the previous meeting as written.  Motion carried unanimously.

 

 Reports:

 

Sheriff’s Report:  None 

 

Planning Commission: At the last meeting there were several Special Use renewals that were recommended to the township board for approval.

 

Sewer Board: There was a discharge of 78,000 gallons of mostly treated water from Windsor Estates’ lagoons, as they discharge seasonally.  Barry-Eaton District Health Department evaluated and confirmed it was below the level of concern.

 

Emergency Service Department:  Chief Miller reported:  1) 2024 totals for EMS and Fire and significant incidents since last meeting. 2) Working on the EMS re-licensure for 2025.  3) Informed on the equipment, Cardiac monitors and Tanker 11-55, approaching the end of their service life.  4) Piper moved and Rumsey seconded to approve the hiring of Morgan Roomsberg as an EMT trainee. Motion carried unanimously. 5) The Department’s Fire Prevention Open House will be held October 10th, 2024, from 6 pm until 8 pm. 

 

Assessor/Preston Community Services:  None

 

Public Service Department:  1) There have been 19 interments to date for 2024.  2)  Extended the water shutoff in the cemetery to October 25th. 

 

Supervisor’s Report:  Have been assisting with a new water system for Grand Pointe Subdivision. Explained the need and the process.

 

Public Officials:  Village of Dimondale spoke on the new hires in their Public Works department and the Code Enforcement Officer position being still available.

Unfinished Business:  

Rumsey moved and Myers seconded to approve the updated Information Resources Acceptable Use Policy. Motion carried unanimously.

 

Rumsey moved and Supervisor Slucter seconded to adopt Ordinance No. 52, an Amendment to Ordinance 45, allowing for excess marihuana grower permits.

Motion carried unanimously.

Piper moved and Pray seconded to un-table Path 20 Cultivation LLC’s application for a Commercial Marihuana Facility Permit. Motion carried unanimously.  After discussion was held on the additional information obtained, Pray moved and Piper seconded to approve Path 20 Cultivation LLC’s application for Medical and Adult-Use Marihuana Processor Facility Permits.

Motion carried unanimously.

 

New Business:

Slucter offered and Piper supported Resolution No. 24-005 authorizing the Supervisor to spread a levy of 3.6 mills on the real and personal property of Windsor Charter Township (Winter 2024/25) according to the valuation entered on the assessment roll.

Resolution No. 24-005 adopted.

 

Piper moved and Pisano seconded to approve the Special Use Permit renewal for Fresh Coast Cannabis and Rooted & Zooted Processing LLC , located at 4955 Lansing Road.

Ayes:  Myers, Piper, Rumsey, Slucter, Fritts, Pray and Pisano  

Nays:  None                                                                          

Absent:  None                                                                       

Motion carried unanimously.

 

Slucter moved and Pray seconded to approve the Special Use Permit renewal for Mountain Sage LLC (DBA Green Jade Organics), located at 5091 Lansing Road.

Nays:  None                                                                          

Absent:  None                                                                       

Motion carried unanimously.

 

Pray moved and Pisano seconded to approve the Special Use Permit renewal for Path 20 Cultivation LLC, located at 9410 Davis Hwy.

Nays:  None                                                                          

Absent:  None                                                                       

Motion carried unanimously.
