 OCTOBER 9, 2024 – MEETING ROOM

The regular meeting of the Windsor Charter Township Planning Commission was called to order at 7:00 pm by Chairperson Holtz.

 

Present:  Holtz, Johnson, Pray, Sabourin, Bowen and Barnhart-Smith

Absent:  Fabijancic

Also Present:  Asst Chief Fabijancic and Clerk Rumsey

 

Bowen moved and Johnson seconded to approve the agenda.  Motion carried unanimously.

 

Barnhart-Smith moved and Sabourin seconded to approve the minutes of the previous meeting as written.  Motion carried unanimously.

 

Reports:

      Board of Trustees:  Adopted an amendment to the Marihuana Ordinance allowing for Excess Grower permits, Approved the renewal of Special Use Permits, Authorized the supervisor to spread 3.6 mills on the real and personal property in Windsor Township for the winter 2024 tax season, Approved a Resolution on a gaming license for Canines for Change, Appointed a new Board of Review member and Set the Budget Public Hearing date for October 22, 2024.

New Business:

Representatives from Consumers Energy provided information on the proposed plan for their new site located at the corner of Canal Rd and Billwood Hwy, commonly known as 7000 N Canal Rd.  Concerns were addressed such as reasoning for proposed layout, Billwood Hwy traffic, storm water drainage, effect on the neighboring community’s potable water, fencing, landscaping and lighting.  Questions were raised concerning any comments on the traffic study from Eaton County Road Commission.  Johnson moved and Barnhart-Smith seconded to table Consumers Energy’s Site Plan Review until the Planning Commission’s next regular meeting on November 13, 2024, to obtain a copy of the traffic study and any comments from the Eaton County Road Commission pertaining to the study.  Discussion continued regarding the Emergency Services requirements being satisfied and  obtaining a response from the  Eaton County Drain Commission’s office on the proposed plans.
