REGULAR MEETING

NOVEMBER 13, 2024 – MEETING ROOM

The regular meeting of the Windsor Charter Township Planning Commission was called to order at 7:00 pm by Chairperson Holtz.

 

Present: Holtz, Johnson, Sabourin, Bowen and Barnhart-Smith

Absent:  Pray and Fabijancic

Also Present: Assistant Chief Fabijancic and Clerk Rumsey

 

Barnhart-Smith moved and Bowen seconded to approve the agenda as written.  Motion carried unanimously.

 

Johnson moved and Barnhart-Smith seconded to approve the minutes of the previous meeting as written.  Motion carried unanimously.

 

Reports:

      Board of Trustees: Appointed Tim Sabourin and Patricia Pisano to the Planning Commission for a 3-year term and discussed the property purchase for a potential township hall.  

 

      Board of Appeals:  None

 

      Board of Review:  The Board of Review will be meeting in December

 

      Reports & Announcements:  None

Unfinished Business:

Motion by Holtz and supported by Bowen to un-table Consumers Energy Site Plan Review.  Motion carried unanimously.  Planning Commissioners had an opportunity to review the traffic study provided to the Eaton County Road Commission and their recommendations. Motion by Holtz and supported by Barnhart-Smith was made to approve the petitioned Final Site Plan for the construction of a 93,944-sf structure (approximately 21,850-sf of which is future building expansion) to serve as office , storage  and distribution facility for Consumers Energy to be located generally at the southeast corner  of Canal Road and Billwood Highway, as legally described in Section 10 of Windsor Charter Township (Parcel ID #23-10-10-100-010) with the following conditions: 1) The building cannot be occupied for business until a fire safety inspection is completed and signed off by WTES 2) The facility is to be made available for a tour by the Emergency Services Department. 3) The Emergency Services Department will be provided a complete set of final construction plans. 4) A fire inspection be completed prior to occupancy to assist in fire preplanning. 5) Fire Code 2024 NFPA for the township and the applicable 2024 NFPA for the State of Michigan.

A Roll Call was taken: Ayes:  Sabourin, Barnhart-Smith, Johnson, Holtz, and Bowen

Absent:  Pray and Fabijancic

Motion Carried.
