WINDSOR CHARTER TOWNSHIP BOARD

REGULAR MEETING

APRIL 8, 2025 – 7:00 PM

The meeting was called to order at 7:00 pm by Supervisor Shaw with the Pledge of Allegiance.

Present:  Shaw, Barnhart-Smith, Myers, Gardner, Pray and VanElls

Absent:  Rumsey

 

Barnhart-Smith moved, and Pray seconded the agenda amendment to include the appointment of Zoning Appeal Board Members in New Business.  The motion carried unanimously.  Barnhart-Smith moved, and Pray seconded the approval of the amended agenda.  The motion carried unanimously. 

 

Barnhart-Smith moved, and Myers seconded to approve the Consent Agenda.  The motion carried unanimously.

 

General Fund consisting of Vouchers #35935 through #35975 equaling $148,682.63 plus digital transfers and payments of $2,735.07, making a Grand Total of $151,417.70.

 

Payroll Report consisting of Voucher #42698 through #42704 and Direct Deposit #DD5684 through #DD5758 plus digital payments for a Grand Total of $114,049.82.

 

Reports:

 

Sheriff’s Report:  None 

     Planning Commission:  Tomorrow’s Planning Commission Meeting is canceled due to a lack of agenda items.

     Sewer Board: None.  

     Emergency Service Department: Chief Miller reported: 1) Significant calls, including a diesel fuel spill; 2) Graduation occurred last weekend, and the most recent class from the EMT program was the largest in the program’s history.


Assessor/Preston Community Services
:  1) The county equalization process is complete. 2) The Building Department has been consistently active since the beginning of the year and will now hold office hours every Tuesday and Thursday.

 

Public Service Department:  1) Currently addressing winter cleanup.  2) This year, there have been two full burials and four cremations, with several more planned for the coming months. 3) The 4th Annual Community Cleanup is scheduled for May 17th from 10 AM to 3 PM. Volunteers are being sought, and posters have been placed around town.

 

Supervisor’s Report:  1) Attended the Michigan Township Annual Conference last week, where she networked with neighboring communities and vendors.  2) Spoke with our legal counsel to receive an update on the Consumers Energy project and the progress of establishing drainage districts. 3) She has been collaborating with the State of Michigan on grant funding for planting trees along the riverbanks to preserve the embankment. 4) She discussed the Grand Pointe Water Project with the State of Michigan and was informed that it is in the final stages.

 

Public Officials: Danielle Tiedeman, the Dimondale Village Manager, discussed tree trimming in the village and advised residents to contact the Village Office if they have trees that require immediate trimming.

 

     Other Reports & Announcements:  1) Trustee Robert Gardner discussed the possibility of installing a light at the intersection of Vermontville Highway and Canal Road. After considerable discussion, the Public Safety Commission, which includes Trustee Gardner, will continue conducting research and plan to meet with the Eaton County Road Commission.

Unfinished Business:  None

Shaw moved, and Barnhart-Smith seconded, to table the discussion regarding the addition to the Public Service building until the meeting on April 22, 2025, after a walkthrough of the current facility. The motion passed unanimously. A walkthrough of the Public Service building is scheduled for April 22, 2025, at 6 p.m. to evaluate the necessity for the potential addition. Community members are welcome.

 

Barnhart-Smith motioned to accept the amended building department fees presented by Preston Community Services, but there was no response. Later, Pray moved and Gardner seconded to table the discussion until next month for further research. The motion carried 5-1-0.

 

Trustee Myers reported on his meeting concerning the process for a township hall.

 

New Business:

A discussion was held regarding the township’s previous purchase of REUs from Dan Kamphuis and the possible acquisition of additional units. Shaw made a motion, and Barnhart-Smith seconded, to postpone the conversation until the meeting on April 22, 2025, when more information could be gathered about how many existing REUs the township currently owns in that district. The motion passed unanimously.

 

Barnhart-Smith moved, and Pray seconded the appointment of Steve Stauff, Terry Smith, Robert Carpenter, Brian Holtz, and Curt Myers to the Zoning Appeal Board. The motion carried unanimously.
