REGULAR MEETING

The meeting was called to order at 7:00 p.m. by Supervisor Shaw, who led the Pledge of Allegiance.

Present: Shaw, Rumsey, Barnhart-Smith, Myers, Pray, Gardner, and VanElls

Absent: None

Barnhart-Smith moved, and VanElls seconded to approve the agenda as written. Motion carried unanimously.

Barnhart-Smith moved, and VanElls seconded to approve the Consent Agenda. Motion carried unanimously.

General Fund consisting of Voucher #35976 through Voucher #36008, equaling: $53,642.44 plus digital transfer and payments of $1899.76, making a Grand Total of $55,542.20

Payroll Report consisting of Voucher #42705 through #42716 and direct deposits #DD5765 through #DD5849 plus digital payments for a Grand Total of $132,416.79

Planning Commission: May’s meeting, there are two site reviews and several Special Issue Permits renewals on the Agenda.

 

Sewer Board:  None

 

Emergency Service Department: Chief Miller reported 1) Significant runs. 2) Without the Eaton County Millage passing, it is up in the air how that will affect us. 3)The hunt continues for a paramedic. 4) Chief Miller asked the Board to make a motion to move Ethan Bird from part-time to full-time firefighter / EMT and to hire Amy Nguyen as a part-time, paid-on-call EMT Trainee. Shaw moved and Gardner seconded to promote Ethan Bird from part-time to full-time firefighter/EMT and to hire Amy Nguyen as a part-time, paid-on-call EMT trainee. The motion carried unanimously.

 

Assessor/Preston Community Services: 1) The Summer tax role is being finalized.

 

Public Service Department: 1) The department has been busy getting ready for Memorial Day. 2) The 4th Annual Community Cleanup is this upcoming weekend, Saturday, May 17th.

 

Clerk Report: The Election was held on Tuesday with a 30% turnout.

 

Supervisor’s Report:  1) Since the last meeting, she has done several zoning referrals. 2) She met with Consumers Energy regarding the groundbreaking that will happen this Friday for the new service center on Canal Road. 3) The Supervisor met with EGLE regarding the current state of our sewer plant and possible grant funding for improvements.

 

Public Officials: 1) Village Manager Danielle Tiedeman announced that the Memorial Day Parade will take place on Monday, May 26, 2025, at 11:00 a.m. 2) Dairus Reynnet, Eaton County Treasurer, stated that he is always available to answer questions.

Unfinished Business:  

A discussion was held regarding the possible installation of an overhead streetlight at the intersection of Vermontville Highway and Canal Road. Gardner motioned, and Shaw seconded to table the discussion until more information can be gathered. The motion carried unanimously.

 

A short discussion was held on the possible REU Purchase from Dan Kamphuis. Shaw motioned, and Gardner seconded the motion to table the discussion until more information could be gathered from Consumers Energy and Township Legal Counsel. Mr. Kamphuis was informed that he would be updated on the progress of the process. The motion carried unanimously.

 

New Business:

A renewal application was received from Forever Home Grown, LLC for an Adult-Use Marihuana Grow Facility Permit.  There have been no changes to the operation since the previous submission. Based upon the materials reviewed, Barnhart-Smith moved and Myers seconded, according to Windsor Township’s Medical/Adult-Use Marihuana Ordinance, to approve One Class C (1) Medical and One (5) Adult-Use Growers Facility Licensing Permit for Forever Home Grown, LLC, under the following conditions: 1) All original and currently applicable conditions.  2) The License Permittee maintaining their SUP renewal for the property with all conditions provided within their SUP renewal, noting that they are allowed to continue to operate under their current SUP, which is tabled currently, and will have to comply with any conditions of that renewed SUP at the time Harvest Park lots comply with the Township’s ordinances or as otherwise determined by the Board at a future date as additional information becomes available.

Based upon the materials reviewed, Barnhart-Smith moved and Myers seconded, according to Windsor Township’s Medical/Adult-use Marihuana Ordinance, to approve two (2) Adult-Use Class C Grower Facility Licensing Permits for Fresh Coast Cannabis, LLC, under the following conditions: 1) All original and currently applicable conditions.  2) The License Permittee maintains their SUP renewal for the property with all conditions provided within their SUP renewal, noting that they are allowed to continue to operate under their current SUP.

Based upon the materials reviewed, Barnhart-Smith moved and Rumsey seconded, under Windsor Township’s Medical/Adult-use Marihuana Ordinance to approve One (1) Medical and One (1) Adult-Use Class C Grower Facility Licensing Permit and One (1) Adult-Use Processor Facility Licensing Permit for Lake Life Farms, Inc., under the following conditions: 1) All original and currently applicable conditions.  2) The License Permittee maintaining their SUP renewal for the property with all conditions provided within their SUP renewal, noting that they are allowed to continue to operate under their current SUP, which is tabled currently, and will have to comply with any conditions of that renewed SUP at the time Harvest Park lots comply with the Township’s ordinances or as otherwise determined by the Board at a future date as additional information becomes available.

Based upon the materials reviewed, Barnhart-Smith moved and Pray seconded, under Windsor Township’s Medical/Adult-use Marihuana Ordinance to approve Four (4) Medical Grower and One (1) Adult-Use and One (1) Processor Facility Licensing Permit for Attitude Wellness / LUME Cannabis under the following conditions: 1) All original and currently applicable conditions.  2) The License Permittee maintaining their SUP renewal for the property with all conditions provided within their SUP renewal, noting that they are allowed to continue to operate under their current SUP, which is tabled currently, and will have to comply with any conditions of that renewed SUP at the time Harvest Park lots comply with the Township’s ordinances or as otherwise determined by the Board at a future date as additional information becomes available.

Based upon the materials reviewed, Barnhart-Smith moved and Myers seconded, under Windsor Township’s Medical/Adult-use Marihuana Ordinance to approve One (1) Adult-Use Class C and One (1) Medical Class C Processors Facility Licensing Permits for Path 20 (Mitten Distro X) under the following conditions: 1) All original and currently applicable conditions.  2) The License Permittee maintains their SUP renewal for the property with all conditions provided within their SUP renewal, noting that they are allowed to continue to operate under their current SUP.

A renewal application was received from Premier Meds LLC for an Adult-Use Marihuana Grow Facility Permit.  There have been no changes to the operation since the previous submission. Based upon the materials reviewed and information discussed by the Board, Barnhart-Smith moved and Myers seconded, according to Windsor Township’s Medical/Adult-Use Marihuana Ordinance to approve the renewal of one (1) each of a Class C Grower Adult-Use Marihuana Permit for Premier Meds LLC, under the following conditions: 1) All original and currently applicable conditions.  2) The License Permittee maintains their SUP renewal for the property with all conditions provided within their SUP renewal.

Based upon the materials reviewed, Barnhart-Smith moved and Rumsey seconded, under Windsor Township’s Medical/Adult-use Marihuana Ordinance to approve Two (2) Adult Grower and One (1) Adult-Use Processor Facility Licensing Permit for Transcend Dventures under the following conditions: 1) All original and currently applicable conditions.  2) The License Permittee maintaining their SUP renewal for the property with all conditions provided within their SUP renewal, noting that they are allowed to continue to operate under their current SUP, which is tabled currently, and will have to comply with any conditions of that renewed SUP at the time Harvest Park lots comply with the Township’s ordinances or as otherwise determined by the Board at a future date as additional information becomes available.

Rooted and Zooted Processing, LLC has submitted a renewal Application for an Adult-Use Marihuana Processing Facility.  The company has had no changes since the previous submission.  Based upon the materials reviewed and information discussed by the Board, Barnhart-Smith moved and Myers seconded to approve the renewal of an (1) Adult-Use Marihuana Processing Facility Permit under the following conditions: 1) All original and currently applicable conditions.  2) The License Permittee maintains their SUP renewal for the property with all conditions provided within their SUP renewal.
