REGULAR MEETING
JUNE 11, 2025 – MEETING ROOM

Chairperson Holtz called the meeting to
order at 7:00 p.m.
Present: Holtz, Johnson, Pray, Sabourin,
Fabijancic, and Pisano

moved, and Pray seconded, to approve the agenda as
written. Motion carried unanimously.
Johnson moved, and Pisano seconded, to approve the minutes of the previous
meeting as written. Motion carried unanimously.
Reports:
Township Board:
1) Approved all Special Issue Permits the Planning Commission recommended.
Board of Appeals: A public hearing regarding 10652 Jolly Hwy is scheduled for July 23,
2025, at 7:00 p.m.
Board of Review: Will meet on July 15, 2025, for their summer session.

Guinea Road Storage Site
Plan Review
The Planning Commission discussed the Guinea Road Storage Site Plan. As no
representative was present to address questions or provide clarification, the
Commission reached a consensus to leave the item tabled. No action was taken.
JFS Investments – Site Plan Review (7262
Lansing Road) - Pray moved, and Pisano seconded, to remove the site plan for
JFS Investments at 7262 Lansing Road from the table. The motion carried
unanimously.
The site plan was discussed.
Joe Neller, representing Mr. Sheena, addressed Commission questions, including
traffic flow plans, semi-truck parking, coordination with the Sewer Board
regarding the truck wash, and expectations for the proposed auto sales
component.
Chairperson Holtz moved, and Pray
seconded, to approve the site plan as legally described in Section 3, Windsor
Charter Township, Parcel ID #080-003-300-060-00, based on the following
reasoning Subject to the conditions outlined below, the proposed development is
found to generally comply with the general standards of the B-2 District and
the site development requirements outlined in Section 5.8-A.1. With the
following conditions: 1). A State of Michigan Class B Used Car Dealership
License must be obtained, with a limit of six (6) vehicles stored on site. 2). The
existing privacy fencing on the property must be replaced. 3) Pavement markings must be completed to
support adequate traffic flow through the site. 4) All above items must be
incorporated into a revised plan sheet and submitted to the Emergency Services
Department within 30 days of Planning Commission approval. 5) The building may
not be occupied until Windsor Township Emergency Services (WTES) inspections are
completed. 6) The facility must be made available for a tour by Emergency
Services Department personnel. 7) A complete set of final construction plans
must be provided to the Emergency Services Department before occupancy to
assist with fire preplanning efforts. The motion
carried unanimously.
