The meeting was called to order at 7:00 pm by Supervisor Shaw with the Pledge of Allegiance.
Present: Shaw, Barnhart-Smith, Rumsey, Myers, Pray, Gardner, and VanElls.

moved, and Rumsey seconded to approve the agenda as written. Motion carried unanimously.
Rumsey moved, and Myers seconded to approve
the minutes of the previous meeting as written.

Reports:
Sheriff’s Report: None
Planning Commission: At the last meeting, the renewal of several Special Use Permits was recommended to the Board. The two site plans were tabled until a representative can be present.
Sewer Board: Next meeting is scheduled for June 20th.
Emergency Service Department: Chief Miller reported: 1) On significant
runs. 2) Requested the following personnel actions: hire Dean Driggers as a POC
firefighter/EMT trainee, McKayla Fowler-Cantu as a POC / EMT trainee, and Naomi
Kandari as a full-time 24-hour paramedic. 4) Chief Miller has received notice
from Deputy Chief Brad Wilbur that he would like to step back from full-time,
effective June 21st, 2025. Deputy Chief Brad Wilbur wants to move to a
part-time paramedic/firefighter position. Kaleb Benjamin will be stepping into full-time
rotation at that time. Chief Miller will ask the Board for a motion at the next
board meeting.
Assessor/Preston Community Services: 1) They have been working on Summer Tax bills. 2) In April, 83 permits were issued by the Building Department. 3) The Building Department is working on new forms with the new fee schedule.
Public Service Department: None
Supervisor’s Report: 1) Consumers Energy hosted a groundbreaking ceremony at the new service center location at Billwood and Canal. This project will support continued growth and economic development. 3) She has been busy finishing up several nuisance & blight complaints and Zoning referrals.
Public Officials: 1) The Clerk reported the 4th Annual
Community Cleanup was successful. We had
approximately 20 volunteers and cleaned up 5 of the worst roads. In addition to
many community members, several board members, immediate past supervisor Kern
Slucter, Eaton County treasurer Dairus Reynnet, DF Church, The Campfire Crew,
and Diamondback MC, helped. 2) Dairus Reynnet, Eaton County Treasurer, reported
that the Eaton County Board of Commissioners has a meeting scheduled for Friday,
May 30th, 2025, at 9 am for a budget work session. 3) Ralph Reznick,
President of the Village of Dimondale, thanked Windsor Township Emergency
Services for providing Traffic Control and Lori Conarton for organizing the
Memorial Day parade.
Other Reports & Announcements: 1) Trustee Pray shared that Resident Terry Hill is often found cleaning and restoring our cemetery headstones. Not only that, but he has also been researching and posting on social media about these residents' their history, background, and stories. Trustee Pray encourages everyone to give him a great big thank you for his commitment to our community when you see him.

New Business:
Based upon the materials reviewed, Barnhart-Smith moved
and Rumsey seconded, according to Windsor Township’s Medical/Adult-Use Marijuana
Ordinance, to approve One (1) Medical and One (1) Adult-Use Processor Facility
Licensing Permit for PG Manufacturing, LLC, under the following conditions: 1) All original and currently applicable
conditions. 2) The License Permittee maintaining their SUP
renewal for the property with all conditions provided within their SUP renewal,
noting that they are allowed to continue to operate under their current SUP,
which is tabled currently, and will have to comply with any conditions of that
renewed SUP at the time Harvest Park lots comply with the Township’s ordinances
or as otherwise determined by the Board at a future date as additional
information becomes available.

As recommended by the Planning Commission, Barnhart-Smith moved and Rumsey seconded, according to the Windsor Township Zoning
Ordinance, to approve the annual renewal of Path 20 / Mitten Distro X Special
Use Permits, under the following conditions: 1) All original and
currently applicable conditions. 2) The Licensee maintaining their
SUP renewal for the property with all conditions provided within their SUP
renewal.

SUP renewal for the property with all conditions provided within their SUP
renewal.

Eaton County Sheriff Contact
A discussion was held regarding continuing the Inter-Local
Agreement for Local Police Services if available through Eaton County. Shaw motioned to table the discussion, but
there was no response. Later, Rumsey moved, and Myer seconded to formally
notify the Eaton County Sheriff’s Office of our interest in exploring the
possibility of continuing the Inter-Local Agreement for Local Police Services.
And to request additional information, updated terms, and proposals as they
become available for consideration to assist us in evaluating the feasibility
and benefits of continuing the partnership to provide police services in our
community.
The motion carried 7-0.
