WINDSOR CHARTER TOWNSHIP BOARD

REGULAR MEETING

July 8, 2025 – 7:00 PM

The meeting was called to order at 7:00 p.m. by Supervisor Shaw, who led the Pledge of Allegiance.

Present: Shaw, Rumsey, Barnhart-Smith, Myers, Pray, Gardner, and VanElls

Absent: None

Barnhart-Smith moved and Rumsey seconded to amend the agenda to clarify that the minutes for approval under the Consent Agenda are only for the previous regular meeting, not the closed session as published on the agenda, to include a discussion of the Pinch Road property Parcel No. 080 018—200-003-03, and to approve the agenda as amended. The motion carried unanimously.

Barnhart-Smith moved and VanElls seconded to approve the Consent Agenda. Motion carried unanimously. General Fund consisting of Voucher #36097 through Voucher #36144, equaling: $77,312.23 plus digital transfer and payments of $3,804.77, making a Grand Total of $81,117.00Payroll Report consisting of Voucher #42723 through #42733 and direct deposits #DD5930 through #DD6030 plus digital payments for a Grand Total of $86,639.16

Reports:

Sheriff’s Reports:  1) Significant events. 2) Discussed whether Delta Township has finalized an agreement.

 

Planning Commission: Setting a public hearing for the Guinea Road Storage project is on the agenda for tomorrow.

 

Sewer Board:  None

 

Emergency Service Department: Chief Miller reported 1) Reported significant runs. 2) Requested to rehire Amy Jennifer Lenneman as a part-time firefighter / EMT. Pray moved and Gardner seconded to rehire Amy Jennifer Lenneman as a part-time firefighter/EMT. The motion carried unanimously.

 

Assessor/Preston Community Services: 1) The Board of Review will be meeting on July 22nd.

 

Public Service Department: 1) The department has been active in the recent storm clean-up. To date, there have been five burials and cremations.

 

Supervisor’s Report:  1) Working on a dangerous building cleanup on Pete’s Lane. 2) Held discussions with Windsor Estates Trailer Park regarding the water system. 3) In communication with Krysten Blackmer regarding grant funding for the Grand Pointe Water System.

Unfinished Business:  

Gardner motioned and VanElls seconded to install an overhead streetlight at the intersection of Windsor Highway and Canal Road. The motion carried 6 to 1.

 

New Business:

Lake Life Farms requested to transfer one Medical Marihuana Class C Grower Permit to an Adult-Use Class C Grower Permit, effective August 1, 2025. Barnhart-Smith motioned and VanElls seconded to allow Lake Life Farms to transfer one Medical Marijuana Facility Class C Grower permit to one Adult Use Marihuana Facility Class C Grower permit effective August 1st, 2025.

Roll Call: Ayes:  Shaw, Rumsey, Barnhart-Smith, Myers, Pray, VanElls, and Gardner.

Nays:  None

The Township and the Village of Dimondale have established a Sewer Board to oversee the sanitary sewer system. Appointments are made every two years in accordance with the Township ordinance. Barnhart-Smith motioned and Gardner seconded to appoint the following individuals to serve as township members of the Sewer Board, effective August 1, 2025, with a term ending July 31, 2027: John Verlinde, Beth Shaw, and Kern Slucter. Motion carried unanimously.

A discussion was held regarding the offering of the Township-owned, landlocked property on Pinch Road (Parcel No. 080-018-200-003-03), acquired through bankruptcy and county assignment, to the three adjoining property owners via sealed bid.  Barnhart-Smith motioned and VanElls seconded to proceed with a sealed bid process, subject to the following conditions: 1) The property shall be sold in “as-is” condition with no warranties, expressed or implied. 2) The minimum bid amount shall be $500. 3) Applicable laws and township policies shall publicly advertise notice of the sealed bid opportunity. 4) All bids must be submitted in a sealed envelope to the Township Clerk’s Office no later than August 29th, 2025, at 4 pm. 5) The Township reserves the right to reject any bids if deemed in the best interest of the Township. 6) The successful bidder shall be responsible for all closing costs, recording fees, and any applicable taxes or fees associated with the transfer of ownership. 7) Upon acceptance of the highest qualified bid, the Supervisor and Clerk are authorized to execute all necessary documents to complete the sale. Motion carried unanimously.

Hear Public Present on Any Subject: 1) Jill Baker, President of the Grand Pointe Subdivision Association, requested that Kern Slucter be allowed to assist with the ongoing water project in the subdivision. Supervisor Shaw approved the request. 2) A request was made to have the trees trimmed at the intersection of Canal Road and Bridge Highway. 3)  An update was provided regarding township-owned property on Bridge Highway purchased for a possible township hall. Currently, there isn’t any plans to relocate Emergency Services to that site.

With no further business, Supervisor Shaw adjourned the meeting at 7:39 pm.
