WINDSOR CHARTER TOWNSHIP BOARD

REGULAR MEETING - SEPTEMBER 23, 2025

MEETING ROOM – 7:00 PM

The meeting was called to order at 7:00 p.m. by Supervisor Shaw, who led the Pledge of Allegiance.

Present:  Shaw, Rumsey, Barnhart-Smith, Myers, Pray, Gardner, and VanElls

Absent:  None

 

Gardner moved, and VanElls seconded to amend the agenda to include discussion of streetlights under Unfinished Business. Motion carried unanimously.

 

Pray moved, and Gardner seconded to approve the agenda as amended. Motion carried unanimously.

 

Rumsey moved, and Gardner seconded to amend the minutes of the previous meeting to reflect the 3.8 millage. Motion carried unanimously.

 

Gardner moved, and VanElls seconded to approve the minutes of the previous meeting as amended.  Motion carried unanimously.

 

 Reports:

 

Sheriff’s Report:  None 

 

Planning Commission: At the last meeting, the Guinea Road Storage Special Use Permit was recommended to the township board for approval with stipulations.

 

Sewer Board: None

 

Emergency Service Department:  Chief Miller reported:  1) 2025 totals for EMS and Fire, and significant incidents since the last meeting. 2) The First Due software switch is progressing slowly but surely.

 

Assessor/Preston Community Services:  None

 

Public Service Department:  None 

 

Supervisor’s Report: 1) The first installment of the grant for the new water system for Grand Pointe Subdivision has been received. 2) A Frequently Asked Questions sheet was made available by the legal team regarding the Tarrington. 3) Several ideas are discussed regarding police patrols for the area.

 

Public Officials:  1) Eaton County Treasurer Dairus Reynnet reported on the County’s foreclosed surplus absolute property auction, held September 18, 2025, through the Treasurer’s Office. The auction proceeded without issue, and a construction company purchased the single property offered in Windsor Township. Neighbors can expect the troublesome property to be addressed and cleaned up in the near future. 2) Commissioner Jacob Toomey noted that the Eaton County Board of Commissioners has approved the 2025–26 budget, which includes $8.4 million in cuts to services and staffing.

 

Other Reports & Announcements:  Barnhart-Smith made a motion, and VanElls seconded, to waive the fees associated with the cemetery for Dr. Dan Kienitz, in recognition of his contributions to the community. Motion carried unanimously.

Unfinished Business:  

Shaw moved and Rumsey seconded to approve Resolution No. 25-008 establishing and approving a transfer of REUs as amended to reflect that part of the proceeds used to fund the purchase of such REUs is interest earned on Act 188 assessments and will be used in accordance with Act 188

Motion carried unanimously.

 

Shaw made a motion, seconded by Rumsey, to approve the Assignment, Bill of Sale, Release, and Transfer of Ownership Agreement between Dan Kamphuis and Windsor Charter Township, for 100.34 REUs, to be paid out of the Sewer Fund account and balance of payment from the General Fund. The agreed-upon payment amount reflects a reduction for penalties the Township has incurred due to early withdrawal from investments in order to expedite Agreement.

Shaw made a motion, seconded by Rumsey, to approve a budget amendment for 2025, increasing the Governing Body’s miscellaneous account by $100,000.00 to cover the difference in the amended purchase price of the Assignment, Bill of Sale, Release, and Transfer of Ownership Agreement between Dan Kamphuis and Windsor Charter Township.

New Business:

Rumsey offered and seconded by Myers to table the Special Use Permit for 6690 Guinea Road until the next meeting to determine that all the conditions of the Special Use Permit have been met. Motion carried unanimously.

 

Barnhart-Smith moved, and VanElls seconded to approve the renewal for the 2025-2026 property, casualty, and cyber insurance renewal. Motion carried unanimously.
