WINDSOR CHARTER TOWNSHIP
REGULAR MEETING
OCTOBER 28, 2025 – 7:00 PM

The meeting was called to order at 7:00 p.m. by Supervisor Shaw with the Pledge of Allegiance.
Present: Shaw, Rumsey,
Barnhart-Smith, Myers, Pray, and Gardner.
Absent: None
Vacant Position: Trustee (formerly held by VanElls)
Supervisor Shaw noted that Trustee VanElls resigned effective October 18, 2025. The Board will take action to fill the vacancy in accordance with state law.
Barnhart-Smith moved, and Gardner
seconded to approve the agenda. Motion carried
unanimously.
Barnhart-Smith moved, and Shaw seconded to
approve the Consent agenda. Motion
carried unanimously.
Reports:
Sheriff’s Report: 1) Reviewed significant calls since the last meeting. 2) Announced that on Saturday, December 6, 2025, at Carl’s in Dimondale, there will be a “Fill a Cop Car” event. He asked that the Township consider supporting the effort.
Planning Commission: The meeting was canceled due to a lack of agenda items.
Sewer Board: Ralph Reznick reported on significant items covered at their meeting last week.
Emergency Service Department: Chief Miller reported: 1) Significant runs
since the last meeting. 2) Barnhart-Smith moved, and Shaw seconded to accept
the resignations from the Fire Division of Blayne White and Rachel Hinds.
Motion carried unanimously. 3) Rumsey moved, and Pray seconded to remove from
Trainee Status Robert Rich, Jacob Henry, and Rachel Hinds. Motion carried
unanimously. 4) Shaw moved, and Rumsey seconded to hire Gary Spalding as a Pool
Paramedic and Fire Inspector, Lindsey Henry as an EMT Trainee, and Dale Morey
as a part-time/POC EMT Firefighter. Motion carried unanimously. 5) Shaw moved,
and Rumsey seconded to classify current firefighter member Jacob Henry as an
EMT Trainee. Motion carried unanimously. 6) Shaw moved, and Rumsey seconded to
move Joe Pironello from EMT to Pool Paramedic/Firefighter. Motion carried
unanimously. 7. Shaw moved, and Myers seconded to make all the above personnel
motions retroactive to October 14, 2025, and to accept the resignations of
Mikaela Fowler Cantu, Chad Chambers, Kegan Lamp, and Logann Adkins. Motion
carried unanimously.
Assessor/Preston Community Services: 1) Pete Preston reported that the property roll will be turned over to the Treasurer next week. 2) The Building Department experienced a slight slowdown in October compared to the busy summer months.
Public Service Department: 1) Year-to-date, there have been nine full burials and eighteen cremations. 2) The cemetery water was shut off for the season on October 24. 3) The main cemetery driveway was graded, including the old section that was previously in poor condition, which is now much improved. 4) Later this week, staff will be working at West Windsor Cemetery to remove brush and restore the old driveway, which has become overgrown in recent years.
Supervisor’s Report: 1) Students and their families seeking additional financial aid for college are encouraged to investigate the Michigan Achievement Scholarship. 2) She met with Grand Pointe Subdivision residents and Don Heck of Wolverine Engineering to discuss the project timelines, vacant parcel assessments, the contractor bidding process, and reminders. 3) Several property checks and zoning referrals have been completed. 4) She will be working with Pete to review zoning issues in the News Road area.
Public Officials:
Ralph Reznick — Reported that this will be the last year the Dimondale Lions Club will host Halloween downtown.
Other Reports & Announcements:
Motion by Barnhart-Smith, seconded by Myers, to schedule interviews for applicants to fill the vacant Township Trustee position on Monday, November 25, 2025, at 6:00 p.m., immediately before the regular Township Board meeting. Motion carried.

Motion by Barnhart-Smith, supported by Rumsey, to
reappoint Fran Johnson to the Board
of Review for another 3-year term. Motion carried.
Motion by
Barnhart-Smith, supported by Shaw, to reappoint Matt Bowen
to the Planning Commission for another 3-year term.
Motion carried.
Motion by Rumsey,
supported by Gardner, to appoint Terry J. Smith
to the Planning Commission for a 3-year term.
Motion carried.
Based upon the materials reviewed, Barnhart-Smith moved
and Pray seconded, according to Windsor Township’s
Medical/Adult-Use Marijuana Ordinance, to approve One (1) Adult-Use Processor
Facility Licensing Permit for Rooted and Zooted. Hub
Distro Lansing, LLC, one (1) Class C Adult-Use Grow Facility Licensing Permit
under the following conditions: 1) All
original and currently applicable conditions. 2) The License
Permittee maintains their SUP renewal for the property with all conditions
provided within their SUP renewal.
