WINDSOR CHARTER TOWNSHIP
PUBLIC HEARING AND REGULAR MEETING
NOVEMBER 10,2025 – 6:30 PM

The meeting was called to order at 6:30 pm by Supervisor Shaw with the Pledge of Allegiance.
Present: Shaw, Rumsey, Barnhart-Smith, Myers, Gardner, and Pray
Absent: None
Vacant Position: Trustee (formerly held by VanElls)
Supervisor Shaw noted that Trustee VanElls resigned effective October 18, 2025. The Board will take action to fill the vacancy in accordance with state law.
Barnhart-Smith moved, and
Gardner seconded to approve the agenda.
Motion carried unanimously.
The Public Hearing for the 2026
General Fund Budget was called to order by Supervisor Shaw at 6:35 pm.
Austin Robison, 9453 Billwood Hwy – Inquired about the decrease in revenue in Marijuana.
With
no more questions or comments from the public, Shaw moved, and Gardner seconded to close the Public Hearing
at 6:56 pm. Motion carried unanimously.
The Consent Agenda, as listed on the meeting
agenda, was presented for consideration. It was noted that the Treasurer’s and
expense reports had not been included in the meeting packet. Due to the
incomplete materials, the Consent Agenda could not be acted upon.
Motion by Pray, seconded by Gardner, to approve the minutes of the October 28,
2025, meeting.
Motion carried.
Reports:
Planning Commission: The Wednesday, November 12th, meeting has
been canceled due to a lack of agenda items.
Sheriff’s Report: Everything has been very routine.
Sewer Board: 1) There will be a meeting on November 20, 2025. 2) As of the last Sewer Board meeting the Outfall pipes have not been done.
Emergency Service Department: Chief Miller reported: 1) Significant runs
since the last meeting.
Assessor/Preston Community Services: Treasurer Rumsey reported that tax bills will be mailed on December 1st, 2025.
Public Service Department: 1) Working on Fall and Winter cleanup. 2) The water has been shut off in the Dimondale Cemetery. 3) The driveway in the Old Section has been graded out. 4) The drive into West Windsor has been uncovered and re-graveled. 5) They have been out to West Windsor, cleaning up brush.
Supervisor’s Report: 1) Supervisor Shaw met with several area and adjacent township supervisors to discuss current issues affecting our municipalities. They are working with the Michigan Township Association to express our strong objection to proposals that would reduce institutional state sharing or state-shared revenue. 2) Since the last meeting, there has been some progress regarding the Tarrington. The applicants have now retained a nonprofit attorney to determine whether their organization qualifies as a church. We are monitoring this situation and will provide updates as they become available. 3) I also spoke with representatives at the Interstate State Capitol regarding zoning matters in preparation for upcoming board considerations. 4) We are awaiting updates from Wolverine regarding the Grand Point subdivision water project and will report further at the next meeting.
Clerk’s Report: 1) For the Special Election held on November 4th, a total of 425 voters participated, representing approximately 22% turnout, which is typical for a special election. All three school proposals passed at the county level. Official results and detailed information are available on the Eaton County website. 2)Additionally, the Township Board received a workers’ compensation dividend from Acrisure in the amount of $6,364.80. This amount is recorded under Dividends and does not reduce the workers’ compensation expense. Therefore, it will not appear as a reduction in workers’ comp; it will show as revenue in the Dividends category for anyone reviewing the financials.
Public Officials:
Ben Dawson reviewed the proposed police protection contract. He explained that increased costs are due to the loss of county funding that previously supplemented command staffing, requiring Windsor Township to cover its own supervisory and service expenses. He noted that the County hopes to restore out-county patrols in future years, and the 10-year contract includes a renegotiation clause should that occur. Dawson outlined staffing, vehicle, technology, and pension costs, including anticipated pension savings beginning in 2026. He also discussed Oneida Township’s interest in a possible shared-coverage model and clarified the differences in vehicle and equipment costs resulting from multiple budget versions.

NEW BUSINESS
New
application from PEL Industries for Adult-Use Marihuana Grower Facility permit was
reviewed. All requirements have been
met. Based
upon the materials reviewed, Barnhart-Smith moved and Rumsey seconded,
according to Windsor Township’s Medical/Adult-Use Marijuana Ordinance, to
approve two (2) Adult-Use Processor Facility Licensing Permits for PEL
Industries under the following conditions: 1) All original and currently applicable
conditions. 2) The License Permittee maintains their SUP
renewal for the property with all conditions provided within their SUP
renewal.
